The Park and Recreation Commission held it’s meeting on Tuesday June 19, 2007 at 6:45 P.M. at the Park, Recreation and Community Center located on Broad Street.

MINUTES

Laura Swanson made a motion to approve the minutes from the May 15, 2007 meeting, MaryAnn Curtin seconded.

VISITORS

John Boris, Carol MacGown regarding Palmer Cove parking spaces for the Pioneer Housing.  Matt Veno is looking into what will work to make the road a one way, or make slanted parking spaces.  He doesn't think that Pioneer Terrace is wide enough for spaces, and it is very congested because of the back of the school at pick up and drop off times.  

They will be looking into expanding the parking facility and expanding the existing spaces.  He will have 3 different proposals for the Commission and said he would like to see a vote for spaces.

John McKay - Juniper Playground - they did 16 months of fundraising and raised enough funds for a new playground.  They are looking for approval for the new playground at Juniper Point.  
Campbell Seaman’s 22 Beach Ave. - he thought the "hippo" was no longer in the compromise.
14 Beach Ave. would like something to replace the hippo for the little children to play on, maybe the whale.
117 Columbus Ave. would like something to replace the hippo also.
22 Beach Ave. there is an agreement that has already been made at the prior meeting regarding the hippo, that it was gone.

The Commission would like to see a compromise and not see a loss of revenue when all this hard work was done for this project.  Steve Dibble of Little Tikes Co. was present and stated that he will reimburse the money for the hippo if they do not want it, or if it doesn't fit into the plans.  He will hold it and find a place somewhere else for it.  

James Shea would like to know what else could replace the Hippo; he would like to see something that is compatible and for all ages.  
Laura Swanson would like to see something go in, and if it doesn't fit, then it doesn't fit.  
Chris Burke asked what is the age group for the new equipment; it will be 5yrs. - 12 yrs. mostly.  The balancing equipment is geared for 7yrs. and under.   

The Commission said an ultimate final word needs to be made before anything further.

James Shea made a motion to go forward with the playground equipment with an open discussion to replace the piece, not the hippo, (if something fits) but to serve the needs of the younger children.  Laura Swanson.

Laura Swanson made a motion that whenever a neighborhood group wants to build a playground, all designs must be reviewed and approved by the Commission.  

The Commission must provide such group with a letter of approval before any further steps are taken regarding the purchase and placement of a playground.

Lincoln Ramsey - Palmer Cove tennis Court - Making an out door turf multi sport facility.
He presented a 1' X 7' scale no trees need to come down

Wall will be 4' high
Approximately a $120,000.00 facility
Regular park hours will apply
He stated that all funds would be in place before starting the project.
He will work with Doug regarding all building codes, and permits.
He is going to bring this proposal to the abutters of Palmer Cove to get their input.
James Shea stated that the drainage system in that area might need to be addressed, with the building inspector.

The Commission thanked Mr. Ramsey for coming and will hearing from him after he makes some more progress.

Ruth Wall - Mack Park- Friendship Carriage Tours
She is interested in having her horses at Mack Park.  The Commission discussed using Pioneer Village for Mrs. Wall's horses. .  Laura Swanson thinks it would be a shorter solution to go to the Pioneer Village rather that Mack Park.  

Laura Swanson made a motion to continue the process regarding Mack Park, but explore the options of Pioneer Village and other opportunities and come back to the Commission with further information, and an outline.  James Shea seconded.

Kerri Cahill - Rebel Shakespeare at Winter Island
Salem enrollment is more that 50%
$20,000.00 loss in costumes for company
All scholarship money is going to Salem children except one child from Lynn
Will turn in her budget next week for Commission to look at.
$800.00 per month per child
Program runs July & August

James Shea made a motion to approve the Rebel Shakespeare program to be held at Winter Island for the 2007 season.  Laura Swanson seconded.

Dr. Curtin made a motion to approve the request of Club Richelieu Nord de Boston, the use of Camp Naumkeag on Monday, August 6, 2007 from 5:00 - 8:00 pm.  With no fee applied.  MaryAnn Curtin seconded.

Laura Swanson made a motion to approve the YMCA's 7th Annual Witch City Triathlon on August 5th 2007.  With a $200.00 permit fee.  James Shea seconded.

James Shea made a motion to approve the request of Helen Rowe to plant a red oak tree on the Common in memory of her late son Thomas Rowe, to be contingent with all details going through Doug Bollen's office.  Laura Swanson seconded.

James Shea made a motion to approve the request from Mitch Diamond to have the 32nd Annual tour of the American Traveling Morris at Salem Willows August 24, 2007 between 11am - 6 pm.  Laura Swanson seconded.

NEW BUSINESS

James Shea said the path the workers use to drive through the park is a mess and looks awful; he suggests that they use a different way.

Laura Swanson would like to look into handicap accessibility on the playgrounds.  Look into some handicap accessible park equipment.

Laura Swanson nominated James Shea to fill the remainder of the Vice Chair's position that will expire on December 31, 2007.  Pat Curtin seconded.

Laura Swanson made a motion to invite Michael Kapnis to the next meeting and present him with a plaque for all his hard work and dedication to the City.  James Shea seconded.

DATE OF NEXT MEETING

The next Park and Recreation Commission meeting will be held on Tuesday July 17, 2007 at the Park and Recreation Community Center located on Broad Street.
