The Park and Recreation Commission held its meeting on Tuesday, May 15, 2007 at 6:45 P.M. at the Park, Recreation and Community Center located on  Broad Street.

MINUTES

Michael Kapnis made a motion to approve the minutes from the March 20, 2007 meeting, James Shea seconded.

VISITORS

Lincoln Ramsey _ Proposed a multisport turf arena be built where the Palmer Cove tennis court are located.  He is willing to donate his time and hopes to get some of the Turf Company to donate some of the materials needed for this project.  He feels it would be a great place for parents to go with their children to play soccer and other sports.  He would like the local leagues to have use of it, with a permit,  but a special time for the public to use it also.  It would look like an indoor soccer area but outdoors.  Dr. Pat Curtin would like to see a plan written up for the Commission to go over.  James Shea asked who would be doing this project, and Mr. Ramsey said himself with help from the Turf Company's dontion.  He says that the turf would be maintaince free.  The size would be a little bit larger than what is existing there now.  The measurements would be 75' by 150'.  

Laura Swanson made a motion to have Lincoln Ramsey come back to the Commission with more information and plans for this project.  She said the Commission has favorable interest in the project and they would like to see more details.  Michael Kapnis seconded.

John Boris - Chairman of the Salem Housing Authority, and Carol McGown were present, they are trying to find a solution to the parking issues at the Pioneer Terrace development.  
They are searching for creative ways to make additional parking areas.  Councilor Veno was present and suggested extending some spaces on Salem Street.  
Dr. Pat Curtin would like something to work out for both groups (turf multisport area, and parking areas) concerned.  There is a survey being done tommorrow and we will place this issue on the next months agenda.  

David Smith - Sail Salem report
James Shea said when Salem State did a sailing program it was a great success.  Laura Swanson said it was a very good presentation, and she liked that he highlighted alot of the water issues.  Dr. Pat Curtin said they should have a public meeting.  Mr. Smith would like an approval of the concept that is in the works for Winter Island Park.  He understands it still needs City Council approval.  Laura Swanson said it was a great proposal and she has no reservations.  Dr. Pat Curtin was concerned about parking issues.  James Shea stated that it would be great to max out the parking at Winter Island, that means the programs are doing well.  They can park down the street and walk into the Island.  The biggest days to be concerned with would be the weekend.  

James Shea made a motion to approve the eccensial concept of the Sail Salem as proposed.  Laura Swanson seconded.

Mark Trembley - Castle Hill Neighbors/ Softball Field
He stated that there is a parking problem and the police are doing nothing about the public safety of the park.  He stated that these players are parking in front of resident's driveways and children are going into their yards.  Laura Swanson was at the game on Sunday and she said it was a family/softball event, and it seemed fine.  
Councilor Pelletier's letter was read by Doug Bollen.  attached.
Lucy Corchardo Councilor was present would like the police patrol to increase for everyones concern.  There needs to be a good neighbor/league balance.  This should be able to coexist.  

James Shea made a motion to have Supt. Doug Bollen look into finding/ developing a field for softball for the future.  Michael Kapnis seconded.

A discussion having a non bias person attending the game to keep an eye on both parties concerned.

Shanugnessy Rehab - Rick Price requesting a permit for a Special Event.
1st Annual SKRH Family Day September 8, 2007.  This will be a fundraiser with food, bouncy houses, a beer station, and music.  Only people with the provided wrist bands will be able to enter the designated area.

MaryAnn Curtin made a  motion to approve the permit for Shaughnessy-Kaplan Rehabilitation Hospital for September 8, 2007 at Winter Island.  Michael Kapnis seconded.

Commercial Boat Launch - Michael Kapnis made a motion to have a Commercial Boat Launch sticker for the season for $500.00.  Laura Swanson seconded.

James Shea made a motion to approve the permit request give by Mamadou for the common this event will  have a $250.00 fee for the permit, $100.00 overtime fee 1st day, $100.00 overtime fee 2nd day, for the two day event.  Michael Kapnis seconded.

Michael Kapnis made a motion to approve a fence that will be placed at Mack Park around the garden area.  Laura Swanson seconded.

New Business
James Shea made a motion to allow the overflow parking from the Tournament at Kernwood Country Club to be placed in the McCabe Marina parking lot on the following dates June 18, 19, 20, 2007.  Laura Swanson seconded.

A letter from Councilor Lenny O'Leary is on file.
Dr. Curtin would like a letter written to the Mayor requesting the status of the house on Hanson Street, which was requested by Councilor O'Leary to the Commission.  

The Commission would like to see the RFP done on Mack Park before the next meeting.  Doug Bollen said he will email it out to all Commissioners.

Laura Swanson made a motion to have the letter she wrote to the Park and Recreation Commission to be placed on file.  James Shea seconded.

MaryAnn Curtin made a motion to find out who else recieved the letter/memo that was sent to MaryAnn Curtin from Beth Rennard.  She would like to know who else recieved a copy of this letter.  No seconded.

DATE OF NEXT MEETING

The next Park and Recreation Commission meeting will be held on Tuesday June 19, 2007 at the Park and Recreation Community Center located on Broad Street.
