The Park and Recreation Commission held its meeting on Tuesday, April 17, 2007 at 6:45 P.M. at the Park, Recreation and Community Center located on  Broad Street.

MINUTES

Laura Swanson made a motion to approve the minutes from the March 20, 2007 meeting, MaryAnn Curtin seconded.

VISITORS

Councillor Joan Lovely was present to state that the City Council ordered that a committee be formed, comprised of the individuals named below , to investigate possible locations for a new Senior Center.  Be it further ordered that said committee shall present a report of its findings to the city Council on or before October 15, 2007.

Pat Curtin stated that he will appoint himself to this committee.  They will have their first meeting in two weeks.

Councilor Jean Pelletier and Councilor Lucy Cuchardo were present in  regards to the Castle Hill Park - Softball League issues - litering, parking, drinking ect.  The Commission would like to give the police a schedule of games and times so they may go by and keep an eye on things without having to have a "detailed officer" at every game.  The goal is to have a good communication between the Commission and the league.  
Laura Swanson made a motion to accept the permit for the Sunday softball league to be played at Castle Hill.   Mary Ann Curtin seconded.

Megan Woodcock - Peace Poles
Proposed to place Peace Poles around Salem for a Girls Scout project.  They are 3 feet into the ground and 8 feet out of the ground.  She would like to discuss where the Commission would like them to be placed.  She would like them to be up by mid September.  Doug Bollen will advise her on where they would be best located.  
Laura Swanson made a motion to approve the Peace Poles with the supervision of Doug Bollen on all details.  Mary Ann Curtin seconded.

Rich Viscay - City of Salem Finace Director was present to explain the laws of municipal finance.  He had hand outs to help explain his theory.  He explained the pro's and con's of an Enterprise Fund.  The Commission would like to investigate the ideas.  The Commission discussed the idea of having a "Park Fund" where you would submitt a request to get money ( like the Common Fund).  

Mamadou Diop - A3D Salem Culturefest 2007 would like to have a 2 day event where they would donate 10% to HAWK.  They would like the Common rental for $250.00 for two days, instead of $250.00 per day.  
No motion was made because there were not enough members to vote.  Mary Ann Curtin is on the Common Committee and it would be a conflict of interest.

Mary Ann Curtin would like a ruling on what she can and can not vote on regarding the Common since she is on the Committee for the Common.  This subject will be postponed until the May meeting.  

DOUG BOLLEN’S REPORT

Old Business
*       Discussion regarding having a dog park located at the McCabe Marina.  
*       Doug Bollen talked about having a pooch pass (bright orange tag) to state if they have had all their shots.
*       Mack Park house, can someone live there?  This will be on May Meeting agenda.  The Commission will hold the RFP.

Mary Ann Curtin made a motion that a student requesting a College pass needs to submit a confirmation letter from the registar's office stating that they are a Full time College student.  (whatever the College considers a full time student)  Laura Swanson seconded.

Laura Swanson made a motion to accept the proposal from the Salem Water Taxi .  Dr. Pat Curtin seconded.

New Business

Salem Commercial boat launch stickers.  J&W Marine, Inc.  
The Commission discussed a commercial boat launch stickers.  They need to know number of vehicles used, how many times a day are they launching?  This will be on the May agenda for further discussion.

DATE OF NEXT MEETING

The next Park and Recreation Commission meeting will be held on Tuesday May 15, 2007 at the Park and Recreation Community Center located on Broad Street.
