PARKING BOARD
MINUTES
JANUARY 5, 2015


A meeting of the Salem Parking Board was held on Monday, January 5, 2015 at 4:30 pm. at 120 Washington Street, Salem, MA.  Present were Michael Caggiano, Mr. Doggett, and Mr. Oosthoek.  Also present was Finance Director Sarah Stanton and Assistant Parking Director Alan Sullaway.

  • APPROVAL OF MINUTES
Mr. Doggett made a motion to approve the minutes of November 3, 2014.   Mr. Oosthoek seconded the motion; all were in favor and the motion so carried.   

  • REQUEST BY MUSEUM PLACE MALL TENANTS TO REPLACE SIGNAGE IN STAIRWELLS/ELEVATOR - continuation
Sample sign wording was provided.

Mr. Sullaway was concerned about installing a sign in the elevator, noting that it gets a lot of vandalism. He suggested putting it just outside elevator on each level, so that it can be read while waiting for elevator.  

Judith Lazdowski from Glass & Etc. was present and represented the tenants interested in updating the signage.  She stated that she will prepare a letter for the Mayor asking that the city accept the signage donation from the tenants.

Mr. Oosthoek made a motion to approve the sign design, with final locations to be determined by the tenants and Mr. Sullaway.  Mr. Doggett seconded the motion; all were in favor and the motion so carried.

Ms. Lazdowski suggested garage signage near the electric charging stations that is placed above indicating “electric cars only” with an arrow. She stated that it would help problems of cars driving in and then having to back out.

  • REQUEST OF NORTH SHORE CANCER WALK FOR FREE PARKING IN SOUTH HARBOR GARAGE ON 6/28/15
Mr. Doggett stated that the request for free parking on the day of the Cancer Walk is submitted and approved every year.

Mr. Oosthoek made a motion to approve free parking on June 28, 2015 for Cancer Walk participants.

Mr. Doggett seconded the motion, all were in favor and the motion so carried.

  • DISCUSSION ON PROPOSED DISCOUNTED RATES FOR PERMANENTLY DISABLED PERSONS AND VETERANS - Continuation
Mr. Oosthoek stated that it was noted at the last meeting that there are handicapped spaces right nearby.

Mr. Doggett questioned the annual cost.

Ms. Stanton suggested that Councilor McCarthy be invited to a Parking Board meeting and stated that she will reach out to him.

The item is continued to the next agenda.

  • DISCUSSION ON ZONE 1/RILEY PLAZA PASSES
Mr. Caggiano stated that Zone 1 is the $25 per month passes for parking in Riley Plaza and the lot by Starbucks.  He stated that the spaces are not always filled and are left unused.  He noted that it circles back to education.    

Mr. Sullaway provided a list of parking passes for those spaces that were sold from May to December, 2014, noted that they can sell up to 126 passes.

Mr. Oosthoek asked if a pass means a guaranteed spot.

Mr. Sullaway stated that it is “almost”.

Mr. Doggett stated that seldom will all 126 cars be there at the same time.

Mr. Sullaway stated that there are also people who park there who don’t buy passes and then get tickets.  He stated that he did not feel passes should be oversold.

Discussion was tabled until next meeting.

  • UPDATE OF PARKING WEBSITE
Ms. Stanton noted that there will be a new Chief Information Officer starting on January 20th.

Ms. Guy stated that she can change pages if someone gives her the data to change.  She suggested send her any errors as they are discovered and then the board possibly look at one page each meeting.

Mr. Oosthoek stated that re-design is something that the new Parking Director should be part of and that the Parking Board provides input.

There was no unfinished business.

The next meeting is tentatively scheduled for March 9th, 2015.  

There being no further business, Mr. Oosthoek made a motion to adjourn. Mr. Doggett seconded the motion; all were in favor and the motion so carried.
