 PARKING BOARD
MINUTES
APRIL 4, 2011

A meeting of the Salem Parking Board was held on Monday, April 4, 2011 at 4:30 pm. at 120 Washington Street, Salem, MA.  Present were Mr. Spatafore, Mr. Caggiano and Mr. Doggett.  Also present was Parking Director James Hacker.  

APPROVAL OF MINUTES

Mr. Caggiano made a motion to approve the minutes of February 28, 2011.  There was no second.  

Mr. Doggett stated that the printed copy of the minutes he received were not legible.  Ms. Guy will put the minutes approval on the next agenda.

REPORT ON REVENUES FOR PRIOR MONTH(S)

Mr. Hacker reported on revenues.  For the parking garage and office, he noted that in January it was down 6% and in February up 1%.  He stated that a lot of it had to do with snow.  For the parking lots, January increased 29% and February was down 24%, which Mr. Hacker was mostly due to people not able to get to meters in lots and that the department did not enforce for several days because of the storms.  Mr. Hacker stated that the parking lots and meters in January were up 20% and in February were down 23%, similar to lots.  He stated that for parking fines revenue, January was up a little from the year before and February a little less.  He noted that the Salem Police Department has increased the Traffic Department staffing, and that they have been towing vehicles with 5 or more outstanding tickets and really focusing on it parking enforcement.

DISCUSSION  OF FUTURE MEETING DATES

Mr. Hacker stated that he felt it would be best to keep the meetings on the first Monday and cancel those that don’t have agenda items one week before.

Ms. Caggiano agreed that meetings that only have revenue reports should be canceled, and agreed that meetings should stay scheduled for the first Mondays.

The next meeting is scheduled for May 2, 2011.

Other Business

Mr. Spatafore stated that he will be stepping down as Chair.  Ms. Guy will put Election of Officers on the next agenda.

Mr. Hacker stated that the City Council is having a meeting of the Committee of the Whole to discuss the parking study on April 6th at 6:30.

Mr. Hacker stated that over the Winter, with the snow piles on the roof, they had to close the roof for a period of time to remove snow in order to eliminate weight and to prevent kids from jumping on snow piles. He stated that it took several days to take the approximate 1.1 million lbs of snow off the roof by pushing it over the side and then carting it away with trucks.

Mr. Hacker stated that they are starting to do Spring clean up, including sand removal and meter replacement.  

There being no further business, Mr. Caggiano made a motion to adjourn.  Mr. Doggett seconded the motion, all were in favor and the motion so carried.
