PARKING BOARD
MINUTES
MAY 4, 2009

1.      CALL TO ORDER                   4:30 p.m. by Mr. Spatafore
 
.       ROLL CALL                               Mr. Spatafore, Mr. Caggiano and Mr. Bouchard and Parking Director James Hacker.   Mr. Doggett joined later in the meeting

2.      APPROVAL OF MINUTES

Mr. Caggiano made a motion to approve the minutes of April 6, 2009.  Mr. Bouchard seconded the motion, all were in favor and the motion so carried.

3.      REPORT OF BOARD MEMBERS

There were no reports from Board members.

  • INFORMATION & CORRESPONDENCE
Mr. Hacker stated that he will be reviewing the pay and display bids with the Purchasing Agent and Finance Director this week.

Mr. Bouchard asked if the units will have advertising space.

Mr. Hacker stated that it was not a requirement of the bid, but that he would look into it.

Mr. Hacker stated that the City Council passed an ordinance changing all meters in the downtown that are currently one hour to two hours and the rate from .25 per hour to .25 per half hour.  He stated that he will need to order labels for the poles and time mechanisms, which will take approximately 3-4 weeks.  He added that he has a meeting scheduled with the Department of Public Services to determine how to change the signs, for which he will suggest using decals, rather than removing and replacing the signs.

Mr. Hacker stated that there has been a Council order introduced that the Parking Board and Parking Director explore the feasibility of installing electrical outlets at the South Harbor and Museum Place garages for new generation electric motor vehicles, scooters, etc.  Mr. Hacker noted that South Harbor would not be a problem, but that Museum Place is older and that the plumbing and electric is in the columns, which will be problematic.  He will be meeting with the city electrician and a solar panel company to look into that option.

Mr. Doggett joined the meeting at this time.

Mr. Caggiano stated that he thought most hybrids worked on regeneration and did not need to be plugged in.  He suggested visiting the renewable energy website, which has a savings calculator.

Mr. Hacker stated that he has a meeting this week with the Mayor, City Engineer and State contractors for the courthouse project to discuss contractor parking during construction.

Mr. Hacker stated that meter control ticketed the entrance corridors last month for street sweeping.  He stated that they will be doing it again in May, but noted the overtime cost will be coming out of the Department of Public Services’ budget.

Mr. Hacker stated that the Department of Public  Services paved the City’s lot on Bridge Street at the MBTA station.  It will be striped this weekend.

Mr. Hacker stated that he did not yet have the revenue figures for April from Finance.

5.      UNFINISHED BUSINESS

Mr. Hacker stated that at a previous meeting, Mr. Doggett had requested the ownership of land parcels along Bridge Street between North and Flint Streets.  Mr. Hacker provided a map indicating the lots and their owners.  

Mr. Doggett suggested that the Mayor look into getting the MBTA to allow the use and for permission to pave in order for the State contractors for the courthouse to use.  Afterwards, it could be turned over to the city.  It could also be used by the nearby neighborhood during snow emergencies.

Mr. Spatafore asked if the Board needed to take action on the two ideas suggested by David Pelletier through Councillor Arthur Sargent at the last meeting.

Mr. Hacker stated that at the last Council meeting, Mr. Pelletier recommended changing meter enforcement from 8:00am-5pm to 9:00am-4pm.  He also recommended adding stickers outside the meter glass for those that do not currently have them.  The Board chose to take no action on either recommendation.

6.      NEW BUSINESS/VISITORS

Mr. Hacker recommend that the Board approve $5.00 per entry at both garages for the annual July 4th celebration.

Mr. Caggiano made a motion to approve a fee of $5.00 per entry at both garages for the July 4th celebration and for the fee to be implemented annually until otherwise amended.  Mr. Bouchard seconded the motion, all were in favor and the motion so carried.

Mr. Hacker recommended using the approved $20.00 Haunted Happenings parking rate for Sunday November, 1, 2009 in order to have the same rate all weekend.

Mr. Doggett made a motion to implement the $20.00 Haunted Happenings parking rate for Sunday, November 1, 2009.  Mr. Bouchard seconded the motion, all were in favor and the motion so carried.

7.      DATE OF NEXT MEETING
        
The next meeting is scheduled for June 1, 2009.

8.      ADJOURNMENT

There being no further business, Mr. Caggiano made a motion to adjourn.  Mr. Doggett seconded the motion, all were in favor and the motion so carried.  The meeting was adjourned at 5:09pm.
