PARKING BOARD
MINUTES
NOVEMBER 5, 2007

1.      CALL TO ORDER                   4:36 p.m. by Mr. Spatafore
 
2.      ROLL CALL                               Mr. Spatafore, Mr. Walsh and Mr. Needham, and Parking Director James Hacker.  

3.      APPROVAL OF MINUTES

Mr. Hacker requested a change of the minutes of September 10, 2007, 1st page, last paragraph, first sentence from “need” to “new regulation for”.  Mr. Walsh made a motion to approve the minutes of September 10, 2007 as amended.  Mr. Needham seconded the motion, all were in favor and the motion so carried.

4.      REPORT OF BOARD MEMBERS

There were no reports of board members.

5.      INFORMATION & CORRESPONDENCE

Mr. Hacker stated that there is a discrepancy between and the envelopes for the tickets, which say $5.00, and the actual parking ticket, which may have a different fine.  He stated that he spoke to the City Solicitor, who stated that the older envelopes can be used until they are gone, noting that the ticket is the legal document, not the envelope.

Mr. Hacker distributed the revenue spreadsheets for the period through October.  He stated that he had expected high numbers for October because they were charging $20 instead of $15, but noted that there was one less weekend.  He stated that the garage did not fill up on weekends with the exception of last Saturday.  He was told that the Visitor Center had 20% fewer people for the month of October.  He stated that he felt it may have to do with the economy, gas prices or the World Series.  He noted that many people took the train on Halloween night.  He added that the lots and meters did exceptionally well, but noted that of the total was a $20,000 deposit made in September that got credited in October.

Mr. Hacker stated that he received a letter from Margaret Crowdis who stated that she felt the meters should be removed from the South Harbor garage or that they be increased from .25 to .50 and that the price for the garage tickets be lowered from $1.50 per hour.  Mr. Hacker stated that he informed her that he would forward her comments to the Parking Board for them to take it under advisement.

Mr. Hacker stated that he met with Finance Director Rich Viscay and they have decided to watch the revenues at the South Harbor Garage to determine if they should stop charging for the Winter.


6.      UNFINISHED BUSINESS

Mr. Hacker stated that the last four bike racks will be installed on the meters on November 6, 2007.

7.      NEW BUSINESS/VISITORS

There was no new business/visitors.

8.      DATE OF NEXT MEETING
        
The next meeting is scheduled for December 3, 2007.

9.      ADJOURNMENT
There being no further business, Mr. Walsh made a motion to adjourn.  Mr. Needham seconded the motion, all were in favor and the motion so carried.
