Meeting:        Salem Licensing Board was held Monday, January 28, 2013 at 6:00 pm in the third floor conference room, 120 Washington Street. Present were Chairman Bob St. Pierre and members John Casey and Rick Lee, Det. Sgt. Page and Clerk of the Board, Melissa Pagliaro.
                
Approved:       Application for an Individual Fortunetelling License. Applicant: Sarah Montgomery.
        Ms. Montgomery said that she lives at 31 Salem Street and wants to be able to do reading from home.
        Mr. Casey asked her if she was aware of the rules for the license and said that no signs were allowed in windows or on lawns. He asked her what she reads.
        Ms. Montgomery said that she does medicine cards and Celtic dragon cards and that she already has some clients.
        Mr. Casey asked if the Board had given her a Store license before.
        Ms. Montgomery said they did but she closed it and moved away and came back last March.
        Mr. St. Pierre said that the Board can approve it but it should be held until March 2013 when she meets the one year residency requirement.
        Mr. Casey motioned to approve as of March 2013.
        Mr. Lee seconded.
        Mr. St. Pierre said all are in favor. Motion carried.

Approved:       Application for Timothy Reagan for a sub-licensee fortune telling license at OMEN & HEX License. Applicants: Debra Kyri Spencer & Timothy Reagan. Present: Michelle Jones Manager for HEX and OMEN stores. She said that Timothy’s application was filled out as an individual application in error. She said that he is applying to be a reader at OMEN. She said that Debra Kyri Spencer also has an application in to be a reader at both Omen & HEX.
        Mr. Casey motioned to approve both applications for sub-licensees reader’s licenses.
Mr. Lee seconded.
Mr. St. Pierre said all are in favor. Motion carried.

Approved:       Application for a Blanket License for Entertainment, Novelty Vendors and Food Vendors for the 2nd Annual Pride Parade to be held at the Salem Common on June 29, 2013.  Present: Hope Watt Bucci.
        Ms. Bucci said that she is applying for a Blanket License and she did last year for the events on the Common for the day of the Parade. She said last year had over 3,000 people and was very successful. She said the event is on the Common form about 1-5pm but vendors will begin set up at about 11am.
        Mr. Casey asked who some of the sponsors were.
        Ms. Bucci said Eastern Bank, NS Music Theatre and MetLife are a few. She said there is no rain date.  She asked how to handle the CORI issue this year.
        Ms. Pagliaro said she would get back to her on that.
        Mr. Casey motioned approve.
                Mr. Lee seconded.
                Mr. St. Pierre said all are in favor. Motion carried.

Approved:       Application for a Seasonal All Alcohol License. Applicant: Brodie’s Seaport, 215 Derby Street. Present: Joel Votto, owner and Attorney John Keilty.     
Mr. Keilty said that his client currently holds an Annual Wine 7 malt License and he is applying for a Seasonal All Alcohol. He said that they have actively pursued the licenses that are known to be available in the City. He said that one had offers in excess of 100,000 which is way above the market price in the City, another is under agreement and he said another is trying to keep it at the current location.
Mr. Casey noted that the Board was ready to grant a Seasonal All Alcohol to the previous owner of the restaurant before he passed away suddenly.

Mr. St. Pierre said that he would like the record to reflect that the Board has routinely issued these licenses in the past to establishments who already had an annual Wine & Malt and who pursued available licenses. He said that this is not out of the ordinary.
Mr. Votto asked about an annual All Alcohol License.
Mr. Casey said no, not at this time as the Board is not granting Home Rule licenses at the recommendation of the City Council.
Mr. Casey just wanted to reiterate to Mr. Votto that the doors and windows need to be kept closed at all times as stated on the Entertainment License.
Mr. Votto said that they always are.
                Mr. Casey motioned approve.
                Mr. Lee seconded.
                Mr. St. Pierre said all are in favor. Motion carried.

                The Board voted to cancel the February 11 Board meeting because only one member will be present.

Det. Sgt. Page said that he will be bringing a complaint regarding a Liquor establishment before the Board at the meeting on February 25.  
        
Approved:       Meeting minutes from January 14, 2013 meeting.
                Mr. Lee motioned to approve.
Mr. Casey seconded.
Mr. St. Pierre said all are in favor. Motion carried.
