Meeting:        Salem Licensing Board was held Monday, October 22, 2012 at 4:00 pm in the third floor conference room, 120 Washington Street. Present were Chairman Bob St. Pierre and members John Casey and Rick Lee, and Det. Baglioni for Sgt. Det. Page and Melissa Pagliaro, Clerk.  

Approved:       An application for various Street performers.  Applicants:
*Jonas Cain
*Alex Clark
*Laura Bullard
*Daniel Stefanski
Mr. Casey asked if everyone read and understood the rules and regulations of Street Performing in Salem and said there is no amplification and no selling of any products of any kind.  Applicants said that they did.
Mr. Casey motioned to approve.          
                Mr. Lee motioned to approve.
                Mr. St. Pierre said all are in favor. Motion carries.
                
Approved:       An application for a One Day Liquor License for North Shore Bartending Service. Present: George Harrington. Mr. Harrington said that he was here for an event at Old Town Hall for election night reception for Joan Lovely
Mr. Casey said that the Building Dept. just asked us to make sure he was aware of the capacities as they have changed.
                Mr. Casey motioned to approve.          
                Mr. Lee motioned to approve.
                Mr. St. Pierre said all are in favor. Motion carries.

Approved:       Application for two sub licensee fortunetelling licenses at Crow Haven Corner on Essex Street. Applicant: Marcus Jackson and Linda Munroe.
        Mr. Jackson said that he reads palms, tarot and shells.
        Ms. Munroe said that she is a medium and reads tarot cards.
        Mr. Casey motioned to approve.
        Mr. Lee seconded.
        Mr. St. Pierre said all are in favor. Motion carries.

Approved:       Application for renewal of two sub licensee fortunetelling licenses at Crow Haven Corner on Essex Street. Applicant: Demitrius and Stasia Zimmeris for Barabra Safranski of Angelicas.
        Ms. Safranski said that both are renewals and have been with her for a long while,
        Mr. Casey motioned to approve.
Mr. Lee seconded        
Mr. St. Pierre said all are in favor. Motion carries.

Approved:       Application to transfer the location of a Class II Auto Dealers License.  Applicant: Salem Auto Gallery currently on Jackson Street to  142 Canal Street. Present: Daniel Zepeda and Salvator Martinez.
        Mr. Casey first motioned to extinguish the current license there for ADM Auto d/b/a Filynn motors as they have closed shop and left the space with no notice.
        Mr. Lee seconded.
        Mr. Martinez said he would like to move to that space because there is a bigger capacity there.
        Mr. Casey said he does not believe there are spaces marked for the 25 vehicles that are allowed so Mr. Martinez will need to do that. He said 60 days should be enough to do that. He said that they run a good business and has complied with whatever the Board has asked.
        Mr. Casey motioned to approve the Transfer for Salem Auto Gallery from Jackson Street to 142 Canal Street.
        Mr. Lee motioned to approve.
        Mr. St. Pierre said all are in favor. Motion carries.

Vote:           Board discussion/vote to revoke the Street performers License for Joseph Croteau
Mr. St. Pierre asked Ms. Pagliaro to tell the Board the various complaints that have come in to the office and explained that she pulled his license last week because of those complaints.
Mr. Croteau said that he is so very sorry and do whatever the Board says. He said he is out of work and would like to try and finish the month out. He said he is going to get a mute for the saxophone so that it will
Soften the sound. He said he has practiced a lot since last year and has become quite good. He said he loves doing this and is at a loss for words.
Mr. St. Pierre said the Board is going to give him one more chance but that he must get something to quiet the sound.
Mr. St. Pierre said if there are any more complaints the license will be pulled. He said the Board will keep this under advisement if and when this issue arises again.

Approved:       Application for a Street Performers License. Applicant: Izayah Page.
                Mr. Casey asked what he performed.
Mr. Page said her dances with a friend of his who already has a license but he could not make it to the last two meetings.
Mr. Casey asked if he read and signed the rules and regulations.
Mr. Page said he did.
Mr. Casey motioned to approve.
Mr. Lee seconded.
Mr. St. Pierre said all are in favor. Motion carries.

Commun-
ications:       Det. Baglioni said that Sgt. Page would be updating the Board on Bangkok Paradise and Giovanni’s upon his return next week. He said the investigation is still ongoing.         
                        
OLD/NEW:        Ms. Pagliaro said that about 6 liquor licenses will be bought before the November meeting for failing to comply with the 304 renewal instructions.  

Approved:       Meeting minutes from October 9, 2012 meeting.
                Mr. Casey motioned to approve.
Mr. Lee seconded.
Mr. St. Pierre said all are in favor. Motion carries.
