SALEM HISTORICAL COMMISSION
MINUTES
February 4, 2009

A meeting of the Salem Historical Commission was held on Wednesday, February 4, 2009 at 120 Washington Street, Salem, MA.  Present were Chairman Diozzi, Ms. Bellin, Mr. Desrocher, Ms. McCrea and Mr. Hart.   

22 Chestnut Street

Craig Barrows & Nina Cohen presented an application for a Certificate of Appropriateness to replace the existing garage door with a Series 110 Wayne Dalton wood panel door with plain windows in the 3rd position from the bottom, to be painted Essex Green.  The window options are on the back of the catalog cut.

Ms. Cohen stated that they initially wanted to paint the door to match the garage and house color, Wentworth Brown, but prefer to match the back door of the house with Essex Green, which was approved a year ago.  The rest of the garage will be repainted in existing colors.

Mr. Desrocher made a motion to approve the application as submitted with plain windows in the 3rd position from the bottom and painted Essex Green.

Ms. McCrea  seconded the motion, all were in favor and the motion so carried.

2 Margin Street – U.S. Post Office – Review of facility repairs under Section 106 Review

Ms. Guy read a letter from Massachusetts Historical Commission (MHC) to the US Postal Service dated 1/8/09 and from the US Postal Service to MHC dated 1/22/09 with regard to facility repairs at 2 Margin Street.  A set of plans was provided for review.

Mr. Hart stated that the new storm windows don’t match the interior horizontal muntin configuration of the windows and preferred that they line up.  He stated that he was pleased the they are preserving the existing wood windows and reinstalling copper downspouts.

Ms. Guy will forward Mr. Hart’s comments on behalf of the Commission.

Other Business

Ms. Guy provided a draft letter of support for the application of the House of the Seven Gables for a Massachusetts Preservation Projects Fund grant to undertake the initial planning phase for a comprehensive master plan.  Ms. Bellin made a motion to send the letter of support.  Mr. Hart seconded the motion, all were in favor and the motion so carried.

Ms. Bellin made a motion to approve the minutes of 8/6/08.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Ms. Guy stated that the Commission received the following letters with regard to the J. Michael Ruane Judicial Center, which were either mailed or emailed to members:

  • 1/8/09 from MHC to DCAM – 80% design comments
  • 1/22/09 from DCAM to MHC – response to interested parties’ comments
  • 1/22/09 from Ms. Guy to Carol Meeker – Omission of acknowledgement of Commission‘s comments
  • 1/23/09 from Federal Street Neighborhood Association to DCAM – 80% design landscaping
  • 1/26/09 email from Carol Meeker to Ms. Guy – apology for omitting acknowledgement of the receipt of the Commission’s letter
  • 1/26/09 email from Carol Meeker to Ms. Guy – professional lighting consultant
Mr. Hart noted the Ms. Meeker also sent something in writing that DCAM could not afford any renderings.



There being no further business, Ms. Bellin made a motion to adjourn.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.
