SALEM HISTORICAL COMMISSION
MINUTES
November 7, 2007

A meeting of the Salem Historical Commission was held on Wednesday, November 7, 2007 at 120 Washington Street, Salem, MA.  Present were Ms. Herbert, Ms. Harper, Ms. Bellin and Mr. Desrocher.  Ms. Diozzi arrived later in the meeting.

20 Hathorne Street

In continuation of a previous meeting, Linda Locke submitted an application for a Certificate of Appropriateness to replace the existing front landing, steps and rails in wood.  The applicant was not present.

Ms. Guy stated that the applicant has requested a continuance to the next meeting, but had not waived the requirement that the Commission act within 60 days.  She stated that she would need a written waiver from the applicant by November 16 in order to continue the application to the next meeting on December 5th.

Ms. Bellin made a motion to continue the application, conditional that the applicant submit the waiver by 11/16/07, or the application is denied without prejudice.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

22 Chestnut Street

Nina Cohen and Craig Barrows submitted an application for a Certificate of Appropriateness for 1) paint rear door in Essex Deep Green, 2) replace existing dryer vent and 3) exterior light/entry pendant lamp.

Ms. Cohen stated that the dryer vent is being replaced in kind and that the lamp is being suspended from under the roof.

Ms. Guy stated that the Commission does not have jurisdiction over lighting fixtures attached to the house.

Ms. Bellin made a motion to approve the Essex Deep Green for the rear door and to replace the dryer vent in kind.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Other Business

Ms. Guy stated that she received a letter from Massachusetts Historical Commission (MHC) to Wendy Frontiero, preservation consultant, regarding her submission of a National Register nomination for the Joseph Fenno House-Women’s Friend Society at 12-14 Hawthorne Blvd.   The letter summarized the rest of the process for listing.

Ms. Guy distributed a copy of a letter from Lynn Duncan, the City’s Director of Planning and Community Development, to MHC regarding the latest Memorandum of Agreement for the Salem Trial Courts Project.

Ms. Guy stated that Ms. Bellin visited some of the properties on the violation list and Mr. Hart took photographs.

331 Essex St. - The roof equipment is not visible from Essex.  The Cambridge Street side picture appears to be taken with a zoom lens and may not provide an accurate idea of visibility.  Ms. Bellin will take a picture without a zoom lens.

Ms. Diozzi entered the meeting at this time.

131 Federal St. - Ms. Herbert stated that the chimney work has not been completed.  Ms. Guy will check if the ownership has changed.

145 Federal St. - Fence has been built as approved.  This property is to be removed from the violation list.

1 Hamilton St. - There are two satellite dishes on the rear of the property and Ms. Diozzi believed that they were moved from their original location to this less visible location.  The Commission decided to take no further action and to remove this property from the violation list.

Ms. Herbert stated that 95 Federal St. has not replaced the widows walk or lattice enclosure as required.

Ms. Harper questioned if the fence spacing was completed as approved.  

Ms. Guy stated that the last time the Commission discussed the fence it was removed from the violation list as having been completed.

Ms. Herbert suggested that Ms. Harper go by and check if there are nail holes.

13 Cambridge Street

Michael Sherriff and Eric Richards submitted an application for a Certificate of Appropriateness for installation of a 6’ solid board fence along the property line starting from the rear corner of the house extending out to the property line and then following then following the property line to where it abuts the back yard property line of 6 Broad Street.  A walk gate will be the portion of fence that extends from the house to the property line.  Fence colors will be white and beige/tan matching those of the house.  Sketches and photos were provided.

Ms. Herbert stated that it is difficult to determine the cap from the sketch.

Mr. Desrocher questioned how they will get a car into their property.

Mr. Desrocher made a motion to continue the application.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.




There being no further business, Ms. Bellin made a motion to adjourn.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.  The meeting adjourned at 8:30 pm.
