MINUTES
November 1, 2006

A meeting of the Salem Historical Commission was held on November 1, 2006 at 7:30 p.m. at 120 Washington Street, Salem, MA.  Present were Ms. Diozzi, Ms. Herbert, Ms. Bellin, Ms. Harper, Mr. Desrocher, and Mr. Hart and Ms. Guy.  

23 Winter Street

Harry and Francoise McCoy submitted an application for a Certificate of Appropriateness to replace a skylight with a new skylight, fabricated of Spanish cedar, cladded in copper and soldered.

Ms. Herbert noted that the existing is wood framed.

Ms. McCoy provided a copy of a work description from American Steeple & Tower Co., Inc.  She also provided catalog cuts of Velux skylights which she felt would be more discreet.

Ms. Herbert questioned if the Velux was 2 panels of glass or 1 panel with a seam affixed to the surface.  She noted that the description indicates that the frame would be polyurethane and the sash anodized aluminum.  She stated that a flush skylight would not be appropriate, that the frame in a skylight should be visible.  She stated that she would be less concerned with a Velux skylight on the side of back of the house, but noted that the skylight on the front becomes a feature of the house.

Ms. McCoy stated that the Velux comes in various profiles and does not have to be flush.

Mr. Desrocher suggested eliminating the skylight on the front and putting one on the back.

Ms. McCoy stated that the inside of the house has already been remodeled and such a change would not work.

Mr. Hart asked the cost differential.

Ms. McCoy stated that she did not know.

Ms. Diozzi stated that she would like to see a picture or be able to drive by a house where one of these skylights are installed.

Ms. Herbert stated that she felt it would be better to play up the skylight and make it authentic rather than try to hide it.

Jeff Laaff, 24 Winter Street, agreed that it was an evident roof structure and felt it would be wonderful if it were raised and included a two light division bar.

Mr. Desrocher stated that he questioned how a velux would look and stated that he would like more information.

Ms. Herbert made a motion to replace the existing skylight with new skylight in same location and size, fabricated of Spanish Cedar, clad in 16 oz copper and soldered, per American Steeple proposal.  Glazing to be two true divided light panels of clear glass.  The motion is also to continue the application to the next meeting pending more information on the Velux skylight.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

337 Essex Street

The Salem Athenaeum submitted an application for a Certificate of Appropriateness to replace the handrail/guardrail around the cellar entrance at the rear of the building with a new steel welded railing that will reflect the design of the handrails on the front of the building.  A sketch was provided.

Dick Jendrysik, representing the applicant, stated that the railing is practically invisible from the front and only visible from Botts Court in the Winter.  The handrail is required by their insurance carrier.  They proposed to match the design on the front, but with a lighter weight version.  There will be a gap of 4” or less using balusters of ½” welded steel, all in flat black.

Mr. Desrocher made a motion to approve the application as submitted to replace handrail at cellar entrance in rear of building and install new 42” high steel welded handrail similar to the design of that on the front of the building, but having balusters 1/2” square and posts 1” square.  Handrail leading down stairs will be affixed to the wall and have no balusters.  Per drawing submitted dated 10/16/06, in flat black.  Ms. Herbert seconded the motion, all were in favor and the motion so carried.

92 Derby Street

John Paskowski presented an application for a Certificate of Appropriateness to rebuild the existing faced of the lower shingle story exterior façade due to rotting.  The wood corner boards, water table, parapet and cornice to be rebuilt in kind.  The proposal is to replace the flush panel siding with clapboards to match the rest of the house.  The window shall be replaced in kind and the existing door will remain.  Colors to match existing previously approved by the Commission.
Also present was Michael Lutrzykowski of H. H. Morant & Co., Inc. Architects.

Ms. Herbert asked the use of the area.

Mr. Paskowski stated that it is part of a bedroom and closet in a residential space.

Ms. Herbert asked why the door is needed.

Mr. Lutrzykowski stated that it is not needed for secondary egress, but was always there and would keep the sense of the former shop.

Ms. Herbert stated that it is a handsome building and that the addition looks strange, particularly for use as a closet.  She suggested having all clapboards and no window, adding that the window does not work with the building.

Ms. Diozzi asked how old the door/window configurations is.

Mr. Lutrzykowski stated that it was likely done in the 40s or 50s.

Mr. Paskowski stated that he was told is was probably initially a deck one hundred years ago with an overhang.

Mr. Lutrzykowski  stated that it was closed in no later than the 1940s.

Mr. Paskowski stated that he was not opposed to sealing up the glass as long as the door was retained.

Ms. Bellin asked if there would be a concern about loosing light.

Mr. Paskowski stated that it would not be a big loss.

Ms. Herbert stated that it sits right on the sidewalk, therefore the window was not good for privacy.  She suggested changing the storm door to a small frame door so that the Victorian door can be seen

Mr. Hart stated that it is a Federal building, but that the addition is not.  He preferred to leave the window as is to reflect the difference.

Ms. Harper stated that the door in the main part of the building was once at the shop side and she would like them to consider putting it back.  She noted that the side door is contemporary, simulated lead glass, not Victorian.  She suggested a panel door with two lights on top for the main house front door.

Mr. Paskowski stated that the size of the two doors is different, therefore the front door could not have come from the side.

Ms. Diozzi stated that the building has a history as a store and she preferred to keep a window.

Ms. Bellin asked the age of the store addition.

Mr. Paskowski stated that his grandmother had a hair salon there in the 1930s and 40s.

Ms. Herbert asked if they will keep the molding.

Mr. Paskowski replied in the affirmative.

Ms. Herbert asked if the building is being converted to condominiums.

Mr. Paskowski stated that he has not decided and noted that with the Salem Ferry, it may be more profitable to keep as apartments.

Ms. Bellin asked if clapboards will be installed around the window.

Mr. Lutrzykowski replied in the affirmative, noting that wherever there is yellow now will be clapboards.

Ms. Herbert suggested bringing down the cross board to meet the panel by the door and installing a panel with molding below.

Mr. Paskowski asked if the inside of the frame should match the window size.

Ms. Herbert replied in the affirmative and suggested between 1 3/.4” and 2 ½” band molding.

Ms. Herbert made a motion to approve the alteration of the former storefront addition to include change of horizontal molding under window to be in line and size with molding at doorway inset, installation of rectangle of molding below horizontal molding on flat surface to be of same dimensions as window above with 1 ¾-2 ½” band molding and all painted to match existing.  No clapboards to be part of the addition design.  Mr. Hart seconded the motion, all were in favor and the motion so carried.

26 Winter Street

In continuation of a previous meeting, Neil and Martha Chayet presented an application for a Certificate of Appropriateness for 22 items  (to be described below as each were reviewed).  Also present was Larry Beals, consulting engineer.

The applicants provided final drawings and details for the Oliver Street fence.

Ms. Herbert made a motion to approve the fencing and gates on the Oliver Street side per final design drawings submitted 11/1/06.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Ms. Chayet provided 2 proposals for foundations: 1) 6’ high Eton College Fountain and 2) 9’ high Triple Lotus Bowl Fountain.

Mr. Chayet stated that they would like the option for both.  It was noted that the location of the fountain will shift slightly as per the new landscape plan provided.

Ms. Herbert made a motion to approve the option for either fountain in location as noted on amended landscape plan submitted 11/1/06.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Mr. Chayet provided drawings indicating the locations of vent pipes.  He stated that they will be painted black.

Mr. Laaff stated the more pipes that they can tie together in the attic the better and will decrease the chances of a potential leak.

Ms. Herbert made a motion to approve the vent pipes, painted black, in locations indicated on drawings presented 11/1/06.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Mr. Chayet stated that they would like to request changes to the approval they received for the new addition and provided new drawings.  They will go from two doors to one, and instead of 3 windows will have floor to ceiling French doors with two side lights.  There will be an enclosed pergola roof, copper trimmed with step out porch.  They will add basement windows.

Ms. Chayet stated that they will be coming back to apply for a trellis in the garden area.

Mr. Hart questioned why the drawings appear to show the door and the French door at different heights.

Ms. Chayet stated that they could equalize them.

Mr. Chayet stated that it would also be more cost effective.

Ms. Herbert noted that there may be a reason for the different heights, noting that the lentils are different on the drawing.

Ms. Chayet stated that she believed there is an error in the drawing and that the door heights are the same.  She noted that there is no threshold condition, difference in interior levels or steps onto the porch that require different door heights.

Ms. Herbert made a motion to approve amendments to the garage/kitchen addition initially approved on Certificate dated 10/10/06 per drawings submitted 11/1/06, including enclosed pergola roof, copper trimmed with step out porch and including:
·       East elevation
o       Columns as drawn
o       Door change from double to single 15 light wood door, 120” high, true divided light with lintel
o       3 windows change to a set of 120”high wood French doors with a pair of fixed side lights of equal size and design, all true divided lights with lentil above
o       Supporting porch and stair to be angled as per drawing
·       South elevation
o       Decrease size of screen porch from approximately 8’ to approximately 6’
o       Change double door to single door
o       Install three 3-lite wood basement windows, true divided light
The motion also includes that one complete copy of final architectural drawings with all approved details be submitted for Historical Commission files.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Ms. Chayet noted that the approved back porch on the Oliver Street side will be corrected on the final drawings.

135 Derby Street

Robert Dana submitted an application for a Certificate of Appropriateness for paint color.  The body will be Savannah, the trim, cornerboards and bay windows (excluding the central panel which will be the body color) will be Vintage Linen and the accent color/doors will be Maine.  The applicant was not present.

Ms. Herbert noted that she worked with Mr. Dana to improve upon the colors previously approved.  She stated that the applicant is not wild about Maine and therefore she would also like to give him the option for C2 Katsura.

Ms. Herbert made a motion to approve the paint colors as submitted with the option for Maine or Katsura.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.
137 Derby Street

Robert Dana submitted an application for a Certificate of Appropriateness for paint color.  The body will be Frittata, the trim, cornerboards and bay windows (excluding the central panel which will be the body color) will be Vintage Linen and the accent color/doors will be Orleans.  The application is also to add band molding under the first floor bay window and to add ¾” strip to the front sills on the 1st and 2nd floor bay windows.  The applicant was not present.

Ms. Herbert made a motion to approve the application as submitted.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

138 North/2 Dearborn St.

In continuation of a previous meeting, Thomas Pelletier, Cynthia Pelletier and Kellie Overberg submitted an application for exterior alterations to a carriage house including replacement of windows, changing 3 doors to windows, installation of new door and installation of a/c vents and pipes through the Carriage House Ordinance.    The applicants were not present.

Ms. Bellin made a motion to continue the application and to advise the applicant that if they are not present at the November 15th meeting that the Commission is planning to deny the application without prejudice.  Mr. Hart seconded the motion, all were in favor and the motion so carried.

Other Business

Ms. Herbert made a motion to approve the minutes of July 19, 2006 as amended.  Mr. Hart seconded the motion, all were in favor and the motion so carried.

Ms. Bellin made a motion to approve the minutes of August 16, 2006 as amended.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Ms. Harper made a motion to approve the minutes of September 9, 2006 as amended.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

Mr. Hart made a motion to approve the minutes of September 20, 2006 as amended.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

Ms. Bellin made a motion to approve the minutes of October 4, 2006 as amended.  Mr. Hart seconded the motion, all were in favor and the motion so carried.


There being no further business, Ms. Bellin made a motion to adjourn.  Mr. Spang seconded the motion, all were in favor and the motion so carried.
