SALEM HISTORICAL COMMISSION
MINUTES
August 2, 2006

A meeting of the Salem Historical Commission was held on August 2, 2006 at 7:30 p.m. at 120 Washington Street, Salem, MA.  Present were Ms. Diozzi, Ms. Herbert, Mr. Desrocher, and Ms. Bellin and Ms. Guy.

Ms. Diozzi welcomed new member Laurie Bellin and stated that there was only a bare quorum of four members, which would require all four votes in favor to pass any motion.  She stated that applicants could request a continuance.


142-148 Derby Street

In continuation of a previous meeting, Reardon Realty Trust submitted an application for a Certificate of Appropriateness for paint colors.  Present were Jennifer Reardon and Brian Casey.

Mr. Casey stated that they would withdraw the color Diva and replace it with Mexicana.  He provided a new concept plan showing the placement of the colors.

Ms. Herbert asked the proposed color for the doors.  Mr. Casey stated that all doors would be Spanish Tile.

Ms. Herbert asked the color for the side of the house.  Mr. Casey stated that all shingles will be Grand Canyon.

Mr. Herbert stated that she thought the changes worked well.

Ms. Herbert made a motion to approve paint colors for the residential portion of the building to be Grand Canyon for the 2nd and 3rd floor shingles, Mexicana for the cornerboards and eaves and Spanish Tile for all doors on the first floor level.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

57 Summer Street

Judith Ritchie and Elaine Hogan presented an application for a Certificate of Appropriateness for paint colors.  The application states that the body will be Gentle Tide, the shutters will be Mountain Laurel and the trim will be Navajo White.

Ms. Ritchie stated that they would like to change the body color initial proposed to Mystic Green, the shutters to Olympic Pine and the trim to Glacier White.

Ms. Diozzi asked why they did not like the Navajo White.  Ms. Ritchie replied that is seems a little too yellow.

Ms. Herbert made a motion to approve the paint colors as amended.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

92 Derby Street

In continuation of a previous meeting, John Paskowski submitted an application for a Certificate of Appropriateness for the construction of an addition at 92 Derby Street.  Also present was Michael Lutrzykowski, architect.  A petition in favor of the proposal was signed by residents of 3 White Street and 26 Becket St.

Mr. Lutrzykowski stated that the Board of Appeal has approved the 3rd floor extension which will be 13’6” by 33’ 6”.  It is not visible from the street, but they will still be using Brosco windows, matching the paint colors and rebuilding porches with 3” on center spacing.

Ms. Herbert stated that she went by the site and it is not visible.

Mr. Paskowski stated that he also wants to reroof the main house.

Ms. Herbert asked if the roof will remain the same, including color.  Mr. Paskowski replied in the affirmative, noting that he read in the Boston Globe, that to keep cool, roofing should be light.

Ms. Herbert stated that she strongly encouraged black or charcoal gray.

Ms. Herbert made a motion to approve a Certificate of Non-applicability for the construction of the addition as being non-visible from the public way.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Ms. Herbert made a motion to approve a Certificate of Non-applicability to reroof in the existing green color.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

Ms. Herbert made a motion to approve a Certificate of Appropriateness to reroof in black or charcoal gray, 3 tab asphalt.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

19 ½  and 21 Broad Street

David Leach, Laurie LaChapelle and Judith Zissulis submitted an application for a Certificate of Appropriateness to remove a lean-to from the rear and, depending on the condition of the windows and surrounding woodwork, the removal of two windows above.  An application for Non-applicability was also submitted for removal of non-visible concrete/brick stairs and replacement with double wide back porch and stair similar to unit 21 ½.  Drawings were provided.

Ms. Herbert asked if there was a transom at 21 ½ over the door previously, noting that it appears there was once one there that has since been removed.  Mr. Leach stated that he did not know.

Ms. Herbert asked if they want to keep the transom.  Mr. Leach stated that the door is separate from the transom and, if rotted, they will remove.

Ms. Herbert asked about the door.  Mr. Leach stated that it will remain.

Ms. Herbert made a motion to approve a Certificate of Appropriateness for the demolition of the existing lean-to, to replace molding in kind as needed, to retain the existing door and with the option to remove both transoms if needed with either both to remain or both to be removed.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Ms. Herbert encouraged the installation of a storm panel at 21 to match the storm panel at 19 ½.

Ms. Herbert stated that she felt what is being constructed will be seen when the lean-to is removed.

Mr. Desrocher asked if the proposed porch will be basically the same as 21 ½ except double wide.

Mr. Zissulis stated that it is essentially the same, but the steps will come straight out instead of to the side.

Mr. Leach stated that it will be 12’ wide, no less than 3’ deep, but not more than 4’ dep.

Mr. Desrocher made a motion to approve the replacement of the concrete/brick stairs with a wood porch and stair per drawing submitted, painted to match the house trim.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

358-358 ½ Essex Street

Thomas and Elaine Krueger presented an application for a Certificate of Appropriateness to repair/replace the entire roof.  The metal roof will be shingles.

Mr. Krueger stated that the contractor has suggested architectural shingles due to durability.

Ms. Herbert stated that the Commission typically approves 3-tab in black or charcoal gray.

Ms. Herbert made a motion to approve roof replacement with black or charcoal gray, 3-tab roofing with the option to put in a ridge vent and the option to repair/replace skylights in kind.  The motion is also to repair/replace rubber roof as needed.  Mr. Desrocher seconded the motion, all were in favor and the motion so carried.

Ms. Krueger noted the SPNEA came out in 1983 and their analysis showed that in 1728, the front was barn red and the sides were natural.

15 Williams Street

Leo Schutte and Lucia Coale submitted an application for a Waiver of the Demolition Delay Ordinance for the removal of a barn.

Ms. Guy noted that since the application was submitted, the barn has been declared unsafe by the building inspector and ordered removed.

Ms. Herbert noted that the barn has been demolished.

138 North/2 Dearborn St.

In continuation of a previous meeting, Thomas Pelletier, Cynthia Pelletier and Kellie Overberg submitted an application for exterior alterations to a carriage house including replacement of windows, changing 3 doors to windows, installation of new door and installation of a/c vents and pipes through the Carriage House Ordinance.  The applicants were not present.

Ms. Herbert stated that at the site visit the owner stated that he would prepare new drawings.

Ms. Herbert made a motion to continue the application.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

Other Business

Ms. Guy stated that she received a request from Sheri Rozenzweig to extend her certificates for window replacement for two years.  Mr. Desrocher made a motion to approve the request.  Ms. Bellin seconded the motion, all were in favor and the motion so carried.

Ms. Guy stated that she received notice that the House of Seven Gables is being studied by the National Park Service for potential designation as a National Historic Landmark.


There being no further business, Mr. Desrocher made a motion to adjourn.  Ms. Herbert seconded the motion, all were in favor and the motion so carried.
