MINUTES
SITE VISITS -  SATURDAY, JULY 22, 2006

In continuation of two public hearings, site visits were held on July 22, 2006 at 8:00 a.m. commencing at 138 North/2 Dearborn Street and ending at 144-148 Derby Street.  Present were Hannah Diozzi, Kathy Harper, Jessica Herbert and Larry Spang.

138 NORTH ST/2 DEARBORN ST - Carriage House

Present was Thomas Pelletier, property owner.  The property is the carriage house to the rear of the property which the owner wishes to convert to a single family residence.

Mr. Pelletier stressed that one of his prime concerns is energy efficiency.

Ms. Harper suggested restoring first floor windows and using energy panels.

Mr. Pelletier stated that on the south (front) side of the building, the existing left hand garage door will become an entrance/egress with a French door. The existing right hand garage door will be filled in as a wall, or will have a window in the space. The steel door to the far right will be replaced with a four panel fir door with a transom, and will provide the second egress.      

Mr. Spang suggested that 2nd floor arched windows on Dearborn Street side be restored and converted into the casement windows which would be required to meet code, thus eliminating need for full replacement of window.  He also suggested a dormer on the second floor to create more space for a  bathroom. There was consensus in favor of a dormer to match the one on the front.

In answer to Mr. Pelletier’s question about skylights on the rear roof – one to provide cross-ventilation for bedroom, the other to provide light on the stairway, members agreed that this concept would be acceptable.

Ms. Herbert suggested keeping some sort of appropriate porch outside the second floor hayloft opening. She also asked Mr. Pelletier to consider keeping the existing hayloft doors as an inside architectural element.

Issues remain about the venting of the fireplace and the gas heating system. Mr.Pelletier will re-check the Salem building code to determine the required distance from the vents to any operable window opening.  Mr. Pelletier will ask his architect to redraw the plans in accordance with the above suggestions for the meeting of August 2nd.

144 – 148 DERBY STREET

Present was property owner Jennifer Reardon and paint consultant Brian Casey.

Ms. Herbert made a motion to approve Fez and Tempura as currently painted on the Daniels Street side for the storefront portion of the property and to continue the residential portion of the property to the meeting of August 2nd.  Mr. Spang seconded the motion, all were in favor and the motion so carried.
