A Special Meeting of the City Council was held in City Council Chambers on
Monday, December 15, 2014 at 7:00 P.M. for the purpose of taking action on a Payment-In-Lieu-of-Taxes (PILOT) Agreement and a Community Benefit Agreement (CBA) with FootPrint Power. Notice of this meeting was posted on December 10, 2014 at 9:24 A.M.
All Councillors were present.
Council President Robert K. McCarthy presided.
Also present was former State Representative John Keenan and Mayor Kimberley Driscoll.
A power point presentation was done.
A motion was made for suspension of the rules to allow Scott Silverstein to speak. Hearing no objections.
#717 – P.I.L.O.T AGREEMENT WITH FOOTPRINT POWER
The following Order recommended by the Mayor was adopted by unanimous roll call vote of 11 yeas, 0 nays, 0 absent. Councillors Eppley, Famico, Furey, Gerard, Legault, Milo, O’Keefe, Sargent, Siegel, Turiel and McCarthy were recorded as voting in the affirmative.
ORDERED: The Mayor is hereby authorized to execute, on behalf of the City of Salem, as Payment of Lieu of Taxes (PILOT) Agreement by and between the City of Salem and FootPrint Power Salem Harbor Development LP. The executed PILOT shall be consistent with all material terms contained in the PILOT attached hereto. The executed CBA shall be consistent with the material terms and conditions contained in the PILOT attached hereto, subject to minor modifications to the PILOT by the parties prior to final execution. A copy of the executed original agreement shall be filed with the City Clerk within seven days of execution. (a copy of the agreement is on file in the City Clerks office and may be viewed during normal business hours)
A motion for immediate reconsideration in the hopes it would not prevail was denied.
#718 – C.B.A. COMMUNITY BENEFIT AGREEMENT WITH FOOTPRINT POWER
