A Regular Meeting of the City Council held in the Council Chamber on Thursday,

March 24, 2011 at 7:00 P.M., for the purpose of transacting any and all business.  Notice of
this meeting was posted on March 17, 2011 at 6:15 P.M.  This meeting is being taped and is

live on S.A.T.V.   

        
       Councillor Ronan was recorded as absent. Councillor Pelletier arrived at 7:10 P.M.

       Council President Ryan presided.


Councillor Sargent moved to dispense with the reading of the record of the previous meeting. It was so Voted


 President Ryan requested that everyone please rise to recite the Pledge of Allegiance.

(#142) APPOINTMENT OF JAMIE METSCH TO ZONING BOARD OF APPEALS

        Held from the last meeting the Mayor’s appointment of Jamie Metsch to serve as a member on the Zoning Board of Appeals with a term to expire on May 1, 2013, was confirmed by roll call vote of  10 yeas, 0 nays, 1 absent. Councillors Sosnowski, Sargent, Prevey, Pinto, Pelletier, O’Keefe, McCarthy, Lovely, Furey and Ryan were recorded as voting in the affirmative. Councillor Ronan was recorded as absent.


                




#179 – APPOINTMENT OF DAVID GILBER AS MANAGER OF WINTER ISLAND

        The Mayor’s appointment of David Gilbert to serve as the Winter Island Manager with a term to expire on February 1, 2013, was held until the next meeting of April 14, 2011 under the rules.



#180 – APPOINTMENT OF ROBERT DIONE TO THE BOARD OF HEALTH
        
        The Mayor’s appointment of Robert Dionne to serve as a member of the Board of Health with a term to expire on April 1, 2014, was held until the next meeting of April 14, 2011 under the rules.



#181 – REAPPOINTMENTS TO THE COMMISSION ON DISABILITIES

        Mayor’s reappointment of the following to serve as members on the Commission on Disabilities with the terms to expire on February 1, 2013, was confirmed by roll call vote of   yeas,   nays,   absent. Councillors Sosnowski, Sargent, Prevey, Pinto, Pelletier, O’Keefe, McCarthy, Lovely, Furey and Ryan were recorded as voting in the affirmative. Councillor Ronan was recorded as absent.

Ladies and Gentlemen of the Council:

Enclosed for your review are the recommendations from the Parking Study Working Group. I first want to thank the 14 members of the Working Group for their efforts. The Working Group has been guiding this initiative since July 2009 when they selected Nelson\Nygaard Consulting Associates as the consultant for the Comprehensive Parking Plan. In addition to providing direction and feedback to the consultant, the members have facilitated public outreach throughout the study and worked together diligently to reach consensus on the recommendations.

As you know, this past September, the City Council adopted the Working Group’s recommendation to adopt a policy objective for the parking system to operate at 15 percent on-street availability per block. The Salem Parking Board and the Executive Committee of the Salem Chamber of Commerce also supported this recommendation.

Since September, the Working Group has developed eleven recommendations to achieve the Council’s 15 percent availability objective. The recommendations address the parking system comprehensively. They are interrelated and seek to balance the needs of the various user groups—residents, customers, employees, and visitors. The recommendations would result in a simplified parking system while creating more choices.

In brief, the recommendations present a paradigm shift from relying on time limits and enforcement to utilizing market-based pricing as an incentive to balance utilization and reach the 15 percent availability objective. We have a real opportunity to improve the parking system and I look forward to working with you on this important initiative.

#185 – ORDINANCE AMENDMENT RELATIVE TO COMPENSATION OF ELECTED OFFICIALS

        The following Ordinance recommended by the Mayor, was referred to the Committee of the Whole.
        
        In the year two thousand and eleven

        An Ordinance to amend and Ordinance relative to Elected Officials receiving compensation

        Be it ordained by the City Council of the City of Salem, as follows:

        Section 1. Chapter 2, Sec. 2-278. Elected officials receiving compensation from city after      termination or resignation from office, is hereby amended by deleting from section (b) the      words “for which he receives no compensation or salary”. The new section in its entirety        shall now read as follows:

  • No elected official shall, within one year of the date of termination or resignation of his office in the city government, become an officer, employee or consultant in the city government for any services rendered to him.
  • This section shall not apply to any elected official who is appointed to a position on a municipal board or commission.
        Section 2. This Ordinance shall take effect as provided by City Charter.
