MINUTES - 12-14-2009 SPECIAL MEETING TAX RATE

A Special Meeting of the City Council was held in the Council Chamber on Monday, December 14, 2007 at 6:30 P.M., for the purpose of taking action on the Tax Rate and related matters. Notice of this meeting was posted on December 10, 2009 at 4:57 P.M.

Councillor O’Keefe was recorded as absent.

Council President Paul C. Prevey presided.

Councillor Furey moved to dispense with the reading of the record of the previous meeting. It was so voted.

#697 – APPT OF MARK GEORGE TO THE PLANNING BOARD

        The Mayor’s appointment of Mark George to serve as a member of Planning Board with a term to expire on December 14, 2014, was held until the next meeting of January 14, 2010 under the rules.

#698 – APPR. TO ELECTIONS – OVERTIME AND ELECTIONS POLL WORKERS
        The following Order recommended by the Mayor was adopted under suspension of the rules.

        ORDERED:  That the sum of Seventeen Thousand Five Hundred Dollars ($17,500.00) is hereby appropriated from the “Fund Balance Reserved for Appropriations – Free Cash” account to the accounts listed below in accordance with the recommendation of Her Honor the Mayor:
City Clerk – Elections  Overtime                $5,000.00
City Clerk – Elections  Poll Workers            $12,500.00


#699 – (#655) APPR. TO REDUCE GROSS AMOUNT TO BE RAISED BY TAXES
        Councillor Veno offered the following report for the Committee on Administration and Finance. It was voted to accept the report and adopt the recommendation.

        The Committee on Administration and Finance to whom was referred the matter of Appropriation of $925,686.00 to reduce the gross amount to be raised by taxes, has considered said matter and would recommend approval.

#700 – (#656) APPR. TO HUMAN RESOURCES – COLLECTIVE BARGAINING RESERVE
        Councillor Veno offered the following report for the Committee on Administration and Finance. It was voted to accept the report and adopt the recommendation.

        The Committee on Administration and Finance to whom was referred the matter of Appropriation of $297,000.00 to Human Resources Collective Bargaining Reserve, has considered said matter and would recommend approval.

#701 – (#665A) LOWE’S T.I.F. (TAX INCREMENT FINANCING)

        Councillor Veno offered the following report for the Committee on Administration and Finance co-posted with the Committee of the Whole. It was voted to accept the report and adopt the recommendation by a roll call vote of 9 yeas, 1 nay, 1 absent. Councillor Veno, Sosnowski, Sargent, Ryan, Pelletier, McCarthy, Lovely, Furey and Prevey were recorded as voting in the affirmative. Councillor Pinto was recorded as voting in the negative. Councillor O’Keefe was recorded as absent.

        Councillor Veno moved for immediate reconsideration in the hopes it would not prevail. Reconsideration was denied.

        The Committee on Administration and Finance co-posted with the Committee of the Whole to whom was referred the matter of Tax Increment Financing for Lowe’s, has considered said matter and would recommend approval.


#702 – (#665) LOWE’S PROJECT APPLICATION
        Councillor Veno offered the following report for the Committee on Administration and Finance co-posted with the Committee of the Whole. It was voted to accept the report and adopt the recommendation by a roll call vote of 9 yeas, 1 nay, 1 absent. Councillor Veno, Sosnowski, Sargent, Ryan, Pelletier, McCarthy, Lovely, Furey and Prevey were recorded as voting in the affirmative. Councillor Pinto was recorded as voting in the negative. Councillor O’Keefe was recorded as absent.

        Councillor Veno moved for immediate reconsideration in the hopes it would not prevail. Reconsideration was denied.

#703 – DETERMINATION OF THE PERCENTAGES OF TOTAL TAXES FOR THE FOUR CLASSESS OF PROPERTY

Councillor Veno introduced the following Order, which was adopted by a roll call vote of 9 yeas, 1 nays, 1 absent. Councillors Veno, Sosnowski, Sargent, Ryan, Pinto, Pelletier, McCarthy, Furey and Prevey were recorded as voting in the affirmative. Councillor Lovely was recorded as voting in the negative. Councillor O’Keefe was recorded as absent.

ORDERED: That the City of Salem adopt a Residential Factor of .858569% (1.65) for Fiscal Year 2010.

Councillor Veno moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied.

#704 – OPEN SPACE EXEMPTION

        Councillor Veno introduced the following Order, which was adopted by a  roll call vote of 10 yeas, 0 nays, 1 absent. Councillors Veno, Sosnowski, Sargent, Ryan, Pinto, Pelletier, McCarthy, Lovely, Furey, and Prevey were recorded as voting in the affirmative. Councillor O’Keefe was recorded as absent.

        ORDERED:        That the City of Salem NOT adopt an Open Space Exemption for fiscal year 2010.

        
        Councillor Veno moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied.


#705 – RESIDENTIAL EXEMPTION

        Councillor Veno introduced the following Order, which was adopted by a  roll call vote of 10 yeas, 0 nays, 1 absent. Councillors Veno, Sosnowski, Sargent, Ryan, Pinto, Pelletier, McCarthy, Lovely, Furey and Prevey were recorded as voting in the affirmative. Councillor O’Keefe was recorded as absent.

ORDERED: That the City of Salem NOT adopt a Residential Exemption for fiscal year 2010.

Councillor Veno moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied.


#706 – SMALL COMMERCIAL EXEMPTION

        Councillor Veno introduced the following Order, which was adopted by a  roll call vote of 9 yeas, 1 nay, 1 absent. Councillors Veno, Sosnowski, Sargent, Ryan, Pinto, McCarthy, Lovely, Furey and Prevey were recorded as voting in the affirmative. Councillor Pelletier was recorded in the negative. Councillor O’Keefe was recorded as absent.

ORDERED: That the City of Salem NOT adopt a Small Commercial Exemption for fiscal year 2010.

Councillor Veno moved immediate reconsideration in the hopes it would not prevail. Reconsideration was denied.
