A Regular Meeting of the City Council was held in the Council Chamber on Thursday,
March 13, 2008 at 7:00 P.M., for the purpose of transacting any and all business. Notice of this meeting was posted on March 7, 2008 at 10:20 A.M.
Councillor Lovely was recorded as absent.
Council President Michael Sosnowski presided.
Councillor Pinto moved to dispense with the reading of the record of the previous meeting. It was so voted.
President Sosnowski requested that everyone please rise to recite the Pledge of Allegiance.
Councillor O’Keefe moved for suspension of the rules to allow the Mayor to swear in Salem Firefighters.
The following firefighters were sworn in by the Mayor:
Deputy Chief John Giunta, Captain Dennis Levasseur, Captain John Payne, Lieutenant Scott Austin, Lieutenant Scott Hebert, Lieutenant Timothy Flynn
Firefighters Steve Twomey, Thomas Brophy and Doug Sanville.
Councillor Pelletier moved that a City Seal be sent to the retirees on the Fire Department.
It was so voted.
Councillor O’Keefe moved for a 5 minute recess. It was so voted.
Councillor O’Keefe moved that the Council return to the regular portion of the meeting. It was so voted.
#167 – PETITION OF NATIONAL GRID FOR CONDUITS ON CROMBIE STREET
A hearing was held on the Order of National Grid to install six (6) conduits on Crombie Street. Appearing in favor was Sabhita Mahabier-Sheehy representative of National Grid. Councillor Pelletier moved to hold the Order until the next meeting of March 27, 2008. It was so voted.
#168 – APPT. OF LUCY CORCHADO TO THE AFFORDABLE HOUSING TRUST FUND BOARD OF TRUSTEES
Mayor’s appointment of Lucy Corchado to serve as a member of the Affordable Housing Trust Fund Board of Trustees for a term to expire March 1, 2011 was held under the rules until the next meeting of March 27, 2008.
#169 – TRANSFER TO CEMETERY – EQUIPMENT
The following Order recommended by the Mayor, was adopted.
ORDERED: That the sum of Sixteen Thousand, Eight Hundred Dollars ($16,800.00) is hereby appropriated from the “Receipts Reserved – Sale of Lots” account to the “Cemetery – Equipment” account in accordance with the recommendation of Her Honor of the Mayor.
#170 – TRANSFER TO CEMETERY – EQUIPMENT
The following Order recommended by the Mayor, was adopted.
ORDERED: That the sum of Five Thousand, Sixty-Five Dollars ($5,065.00) is hereby appropriated from the “Receipts Reserved – Sale of Lots” account to the “Cemetery – Equipment” account in accordance with the recommendation of Her Honor of the Mayor.
#171 – COMMUNICATION FROM MAYOR REGARDING C.I.P.
Received after the deadline of Tuesday noon under suspension of the rules.
A communication from the Mayor regarding the City of Salem’s Capital Improvement Plan (CIP), was referred to the Committee on Administration and Finance and co-posted with the Committee of the Whole.
#172 – REVIEW THE SALARY ORDINANCE OF THE MAYOR
Councillor Furey introduced the following Order, which was adopted.
ORDERED: That the Committee on Ordinances, Licenses and Legal Affairs review the Ordinance regarding the salary of the Mayor. Invited to this meeting should be the City Solicitor to legally clarify and cleanup the present ordinance to allow any changes to take place. This meeting to be co-posted with the Committee of the Whole.
#173 – RAISE THE IRISH FLAG
Councillor Ryan introduced the following Order, which was adopted.
ORDERED: That the Director of Park, Recreation and Community Services raise the Irish Flag at Riley Plaza on March 14, 15, 16 & 17th, 2008 in honor of St. Patrick’s Day.

Councillor O’Keefe offered the following report for the Committee on Ordinances, Licenses and Legal Affairs. It was voted to accept the report and adopt the recommendation.
The Committee on Ordinances, Licenses and Legal Affairs to whom was referred the matter of granting certain licenses, has considered said matter and would recommend that the following be granted.

Councillor Pelletier offered the following report for the Committee on Government Services. It was voted to accept the report and adopt the recommendation by roll call vote of 10 yeas, 0 nays, 1 absent. Councillors Furey, McCarthy, O’Keefe, Pelletier, Pinto, Prevey, Ryan, Sargent, Veno and Sosnowski were recorded as voting in the affirmative. Councillor Lovely was recorded as absent.
The Committee on Government Services to whom was referred the matter of the Mayor’s reappointment of David Pabich to the Conservation Commission, has considered said matter and would recommend confirmation of the reappointment by a roll call vote.
#176 – SZETELA LANE AND HAUNTED HAPPENINGS REVENUES/EXPENSES
Councillor Prevey offered the following report for the Committee on Administration and Finance. It was voted to accept the report and adopt the recommendation.
The Committee on Administration and Finance to whom was referred the matter of an update on Szetela Land and Haunted Happenings Revenues and Expenses, has considered said matter and would recommend that these two matters remain in committee.

Councillor Prevey offered the following report for the Committee on Administration and Finance. It was voted to accept the report and adopt the recommendation.
The Committee on Administration and Finance to whom was referred the matter of a Transfer of $33,094.00 to the “Public Services – Renovations & Repairs” account, has considered said matter and would recommend approval.
