MINUTES - JANUARY 10, 2002
        A Regular Meeting of the City Council was held in the Council Chamber on Thursday, January 10, 2002 at 7:00 P.M. for the purpose of transacting any and all business.  Notice of this meeting was posted on January 3, 2002 at 10:25 A.M.

        All Councillors were present.

        Council President Regina R. Flynn presided.

        Councillor Furey moved to dispense with the reading of the record of the previous meeting.  It was so voted.

        President Flynn requested that everyone please rise to recite the Pledge of Allegiance.

#5 - REAPPOINTMENT ALEXANDER MOURA AS CONSTABLE

        The Mayor's reappointment of Alexander Moura as a Constable for a term to expire January 1, 2005, was received and filed.

#6 - ADMINISTRATION AND FINANCE COMMITTEE MEET REGARDING SCHOOL REIMBURSEMENT SCHEDULE

        Councillor Driscoll introduced the following Order.  

        ORDERED:  That the Finance Director, the School Superintendent and School Committee meet with the Committee on Administration and Finance to review and discuss the School Building Assistance Board's (SBAB) revised schedule for school reimbursement funds.

        Councillor Lovely amended to include discussion of issues surrounding the Saltonstall, Witchcraft, Carlton, and Horace Mann Schools.  It was so voted.

        The Order was adopted as amended so that it shall now read as follows:

        ORDERED:  That the Finance Director, the School Superintendent and School Committee meet with the Committee on Administration and Finance to review and discuss the School Building Assistance Board's (SBAB) revised schedule for school reimbursement funds.

        AND BE IT FURTHER ORDERED:  that the Committee include discussion of issues surrounding the Saltonstall, Witchcraft, Carlton, and Horace Mann Schools.  

#7 - ORDINANCES, LICENSES, AND LEGAL AFFAIRS MEET TO DISCUSS EMINENT DOMAIN TAKING OF BELL BUILDING ON ST. PETER STREET FOR NEW COUNCIL ON AGING BUILDING

        Councillor Furey introduced the following Order, which was adopted.

        ORDERED:  That the City Solicitor and the Committee on Ordinances, Licenses and Legal Affairs meet to discuss the possibility of eminent domain proceedings on the former Bell Atlantic office facility on 35 St. Peter Street, for use as a possible Council on Aging facility, Boys & Girls Club, and other municipal uses.

#8 - USE OF SALEM COMMON BY HELP FOR ABUSED WOMEN AND THEIR CHILDREN FOR WALK ON APRIL 28, 2002

        Councillor O'Keefe offered the following report for the Committee on Ordinances, Licenses, and Legal Affairs.  It was voted to accept the report and adopt the recommendation.  

        The Committee on Ordinances, Licenses and Legal Affairs to whom was referred the matter of granting use of the Salem Common for a H.A.W.C. Walk on April 28, 2002, has considered said matter and would recommend that the matter be approved.

#9 - GRANTING CERTAIN LICENSES

        Councillor O'Keefe offered the following report for the Committee on Ordinances, Licenses, and Legal Affairs.  It was voted to accept the report and adopt the recommendation.  

        The Committee on Ordinances, Licenses, and Legal Affairs to whom was referred the matter of granting certain licenses has considered said matter and would recommend that the following be granted.

        The matter of second and final passage of an Ordinance amending Traffic, Section 75, Resident Sticker Parking, Clover Street, was then taken up.  The Ordinance was adopted for second and final passage.
