A Regular Meeting of the City Council held in the Council Chamber on Thursday,

October 27, 2011 at 7:00 P.M., for the purpose of transacting any and all business.  Notice of
this meeting was posted on October 21, 2011 at 9:45 A.M.  This meeting is being taped and is
