A Regular Meeting of the City Council  held in the Council Chamber on Thursday,

February 10, 2011 at 7:00 P.M., for the purpose of transacting any and all business.  Notice of
this meeting was posted on February 3, 2011 at 3:48 P.M.  This meeting is being taped and is
