Date and Time:  Thursday, August 23, 2007, 6:00 p.m.
Meeting Location:       Third Floor Conference Room, City Hall Annex, 120 Washington Street
Members Present:        Chairperson Kevin Cornacchio, Keith Glidden, David Pabich, David Summer
Members Absent: Michael Blier, Joseph Furnari, Amy Hamilton
Others Present: Carey Duques, Conservation Agent

Chairperson Cornacchio calls the meeting to order.

1.  Selection of Firm to Complete Peer Review of DEP #64-461, 485 Lafayette Street, Salem, former Chadwick Leadmills Site.  Remediation of site including marsh, coastal beach, land under the ocean, coastal bank and land subject to flooding.

Duques provides an overview of the two firms that submitted a bid for the peer review (Epsilon Associates Inc. and Tetra Tech EC, Inc.)  She states that the lowest bid came from Epsilon.

Cornacchio states that the Commission has had work done by Epsilon in the past and they did a great job.

Duques recommends using Epsilon.

Cornacchio opens to the public.

Attorney Daniel Garson of Woodard & Curran, representing N.L. Industries, Inc. states that he has reviewed the scopes of work and is satisfied with the description of the project.  He adds that that N L Industries is currently working on a project with Tetra Tech so that it might be better for the City to use Epsilon for the peer review.  He says that he has a check to pay for the peer review.  He requests that he see the report from Epsilon so that he can respond to their comments.  He request that the report be completed by September 24 to allow time to review before the meeting on September 27.

Duques agrees to this.

Garson presents the check to Duques.  He presents a letter to the members for their review prior to the next meeting.

Summer: Motion to close the public hearing, seconded by Glidden.  (Passes 4-0)

Pabich: Motion to hire Epsilon Associates Inc. to conduct the peer review, seconded by Summer.  (Passes 4-0)

Pabich: Motion to adjourn, seconded by Glidden.  (Passes 4-0)

The meeting is adjourned at 6:21 p.m.
