COMMUNITY PRESERVATION COMMITTEE
MINUTES
December 9, 2014
        
A regular meeting of the Community Preservation Committee (CPC) was held on Tuesday, December 9, 2014 at 6:00 pm at 120 Washington Street, Salem, MA.  Present were Chair Helen Sides, Vice Chair Kevin Cornacchio, Ed Moriarty, Mickey Northcutt, Tim Shea, and Leslie Tuttle.  Also present was Jane Guy of the City of Salem Department of Planning & Community Development.

Arriving later in the meeting were Bart Hoskins and Joanne McCrea.

Public Comment

There was no public comment.

Review of Public Comments Received and Discuss/Vote Draft Community Preservation Plan

Ms. Guy read the written public comments received as part of the outreach for the Community Preservation Plan:
  • Salem Housing Authority stating that they had no comments or suggestions.
georgethomasob@aol.com recommending the purchase of open space however large or small.
tinalynnecook@mail.com noting that Mack Park stone wall is falling apart on Grove Street.
Salem Historical Commission supporting funding for the Dickson Memorial Chapel at Greenlawn Cemetery and ongoing efforts to restore the Salem Common fence.
Karen Partanen stating that needs include refurbishment of Camp Naumkeag, update the pool pump house to the latest technologies, addition of restroom facilities at Mack Park, creation of a ticket booth for Pioneer Village, add lights to the memorial basketball court and rubberizing surfacing for the McGlew playground.
Councillor Tom Furey supporting Winter Island and Fort Pickering, footpaths and gazebo foundations and stating that the Salem Common Fence is a blackhole/moneypit we keep pumping money into.
Anonymous sating needs and goals are bike baths and bike lanes on roads, connections with nature, better park maintenance, redo McGlew Park, walking paths with more trees and Bates playground.
Salem Redevelopment Authority suggest that criteria is added to give added consideration to projects that address climate change and/or sea level rise and stormwater management and that housing projects should demonstrate a high degree of sustainability and low energy use.  In addition, it was suggested that green roofs or rooftop courtyards be considered for open space projects and encouraged as part of housing projects.  They also suggested that the CPC try to increase the number of larger projects funded over time, as opposed to consolidating funds into a smaller number of projects.
Salem Conservation Commission asked that the following additional priorties be considered when selecting park and open space projects:
  • Protection of open space within both the current 100-year flood zone and areas likely to become part of the flood zone in the future as sea level rises.
  • Protection of open space in areas to which wetlands may migrate as sea level rises.
  • Enhancement of coastal wetlands that will absorb wave action from increasingly frequent and intense storms and provide flood storage as flood events increase in frequency and severity.
  • Salem Planning Board suggested continued improvements and maintenance of local neighborhood parks, improvements to McGlew Park and preservation of maritime history and culture.
  • Robert Mitnik provided a link to an evaluator tool for social/economic/environmental factors similar to LEED… http://www.seed-network.org/certification/
Ms. McCrea joined the meeting at this time.

Ms. Sides stated that thought that the link provided in Mr. Mitnik’s email was very interesting and that she read through parts of it quickly.  She stated that it was a lot of information and maybe something to go through for next year.  

Ms. Tuttle stated that she thought it was a lot and would be a whole new learning curve.

Ms. Sides stated that she felt that the CPC is doing most of this.

Mr. Northcutt agreed and noted it was a different way of thinking about it.

Ms. Sides stated that over time the CPC could study it and see if anything jumps out that could be an extra piece.

Mr. Hoskins joined the meeting at this time.

Ms. Guy reviewed the Draft FY15 Community Preservation Plan and FY14 Annual Report, noting the changes over last year’s plan, including criteria edits based on the written comments received.   She stated that, following any edits, she would make the Draft available for public comment so that it can be finalized at the January meeting.

The CPC discussed edits to the draft.

Mr. Shea made a motion to approve the Draft FY15 Community Preservation Plan and FY14 Annual Report as amended.  Ms. McCrea seconded the motion; all were in favor and the motion so carried.

Other Business

There were no Determinations of Eligibility Applications to review.

Ms. Guy distributed copies of the monthly budget report.

Approval of Minutes

Mr. Northcutt made a motion to approve the minutes of November 17, 2014.  Ms. McCrea seconded the motion; all were in favor and the motion so carried.

Next Meeting Date

Ms. Guy stated that the next meeting date is scheduled for Tuesday, January 13, 2015.

There being no further business, Mr. Cornacchio made a motion to adjourn.  Mr. Northcutt seconded the motion; all were in favor, and the motion so carried.
