COMMUNITY PRESERVATION COMMITTEE
MINUTES
February 11, 2014
        
A regular meeting of the Community Preservation Committee (CPC) was held on Tuesday, February 11, 2014 at 6:00 pm at 120 Washington Street, Salem, MA.  Present were Chair Helen Sides, Vice Chair Kevin Cornacchio, John Boris, Ed Moriarty, Leslie Tuttle, Joanne McCrea, Bart Hoskins and Tim Shea.  Also present was Jane Guy of the City of Salem Department of Planning & Community Development.

Approval of Minutes

Mr. Boris made a motion to approve the minutes of December 10, 2013.  Mr. Moriarty seconded the motion, all were in favor and the motion so carried.

Review of Draft Community Preservation Plan

The members reviewed the draft of the Community Preservation Plan.  

Ms. Sides suggested that the order of the four categories be the same throughout the document, using the order in the chart.

Ms. Guy stated that before it is made available for public comment, she wanted the CPC to review and make any changes, and that she wanted to get CPC input on the timeline.  She stated that if the CPC can approve the draft tonight, she would like to put it out for a 2-week public comment period beginning February 12th.

Ms. Guy stated that she was not planning to put the list of Salem properties on the State Register in the Appendix because it is too extensive and would be confusing.

Mr. Shea and Mr. Moriarty requested that there be some additional information to inform the public on how to determine if a property is on the State Register.  Ms. Guy will draft a paragraph with further explanation.

Mr. Shea suggested that the section on evaluation criteria precede the section that summarizes the plans.  Ms. Guy will change the order of the sections.

Ms. Guy reviewed the FY14 timeline and suggested meeting after the two week comment period.  

The CPC set the next meeting for March 4, 2014.

Mr. Hoskins made a motion to approve the draft plan with the changes discussed and to release the draft plan for two week public comment.  Ms. McCrea seconded the motion, all were in favor and the motion so carried.

Review of Determination of Eligibility Application’s Received

The members reviewed the fourteen Determination of Eligibility Applications received.

52-60 Dow & 105-111 Congress Street

Ms. Sides questioned the use of the Historic Resources category.

Ms. Guy was in agreement, noting that using the category would require entering into a preservation restriction, requiring Salem Historical Commission support and possible window design oversight.

Ms. Tuttle made a motion to find the project eligible under Community Housing acquistion, creation and preservation.  Mr. Boris seconded the motion, all were in favor and the motion so carried.

Old Town Hall - windows

Mr. Shea made a motion to find the project eligible under Historic Resources preservation and rehabilitation/restoration.  Mr. Cornacchio seconded the motion, all were in favor and the motion so carried.

Salem Common Fence

Mr. Boris made a motion to find the project eligible under Historic Resources preservation and rehabilitation/restoration and under Recreational Land preservation.  Ms. McCrea seconded the motion, all were in favor and the motion so carried.

Restoration of Washington Arch

It was determined that while the Salem Common is over 50 years old, the existing arch is not.  According to the CPC’s approved Interium Evaluation Criteria, a resource must be a minimum of 50 years old.

Mr. Shea made a motion to find the project not eligible for Salem’s CPA funds.  Mr. Boris seconded the motion.  Ms. Sides and Messrs. Boris, Cornacchio, Hoskins, Moriarty and Shea voted in favor.  Ms. McCrea and Ms. Tuttle voted in opposition.  The motion so carried.

Ms. Guy will ask the Community Preservation Coalition if a re-created former historic resource would qualify as a historic resource.

Choate Memorial and Roger Conant Statue Restoration

Mr. Cornacchio made a motion to find the project eligible under Historic Resources rehabilitation/restoration.  Ms. McCrea seconded the motion, all were in favor and the motion so carried.

Greenlawn Cemetery Dickson Memorial Chapel

Mr. Cornacchio made a motion to find the project eligible under Historic Resources preservation and rehabilitation/restoration.  Ms. McCrea seconded the motion, all were in favor and the motion so carried.

Salem Public Library Roof and HVAC

Mr. Shea stated that he felt more information was needed regarding the extent of the roof work.  

Ms. Guy noted that depending on its need, the HVAC work may not be eligible.

Mr. Cornacchio made a motion to find the project eligible under Historic Resources preservation and to notify the applicant to be specific in the break out of the two items.  Ms. McCrea seconded the motion.  Ms. Sides, McCrea and Tuttle and Messrs. Cornacchio, Hoskins, Moriarty and Boris voted in favor.  Mr. Shea abstained from voted due to the need for more information  The motion so carried.

184 Lafayette Street Wall

Mr. Moriarty stated that he has philanthropically supported North Shore ARC for a number of years.

Mr. Boris stated that he has been a board member for 45 years.  He noted that this community residence is one of five in Salem and that the majority of clients are elderly clients, formerly of Danvers State Hospital.  He stated that the wall is a public safety issue.

Mr. Shea made a motion to find the project eligible under Historic Resources  rehabilitation/restoration, conditional that they obtain a determination from the Salem Historical Commission that the resource is significant.  Mr. Cornacchio seconded the motion, all were in favor and the motion so carried.

Winter Island (City application)

Ms. Guy suggested that any funding application be separated into two projects.

Mr. Cornacchio made a motion to find the Fort Pickering portion of the application eligible under Historic Resources preservation and rehabilitation/restoration and under Recreational Land preservation and rehabilitation/restoration.  Mr. Shea seconded the motion, all were in favor and the motion so carried.

Mr. Shea made a motion to find the Cat Cove trail portion of the application eligible under Recreational Land creation and preservation.  Ms. Tuttle seconded the motion, all were in favor and the motion so carried.

Winter Island (Friends of Winter Island application)

Mr. Moriarty recused himself, noting that he is a member.

Mr. Shea made a motion to find the project eligible under Historic Resources preservation and rehabilitation/restoration and under Recreational Land preservation.  Mr. Cornacchio seconded the motion.  Ms. Sides, McCrea and Tuttle and Messrs. Boris, Shea, Hoskins and Cornacchio voted in favor.  Mr. Moriarty abstained from voting.  The motion so carried.

15 Ward Street Pocket Park

Mr. Cornacchio made a motion to find the project eligible under Recreational Land creation.  Mr. Shea seconded the motion, all were in favor and the motion so carried.

Pocket Park Rehabilitation

Mr. Moriarty made a motion to find the project eligible under Recreational Land rehabilitation/restoration.  Ms. McCrea seconded the motion, all were in favor and the motion so carried.

Forest River Pool Liner

Mr. Moriarty and Mr. Shea stated that they felt the work constituted maintenance and was therefore not eligible.

Ms. Tuttle stated that she felt the liner was a capital improvement, not maintenance.

Mr. Shea made a motion to find the project not eligible for Salem CPA funding.  Mr. Moriarty seconded the motion.  Messrs. Shea, Moriarty, Cornacchio and Boris voted in favor.  Ms. Sides, Ms. Tuttle and Mr. Hoskins voted in opposition.  Ms. McCrea abstained from voting.  The motion so carried.

Salem Community Gardens

Mr. Shea made a motion to find the project eligible under Recreational Land preservation and rehabilitation/restoration.  Mr. Moriarty seconded the motion, all were in favor and the motion so carried.
        
Other Business

Ms. Guy provided copies of the year-to-date budget report.

Ms. Sides stated that Stuart Saginor of the Community Preservation Coalition contacted her to get a status on CPA in Salem and to suggest that Salem join the Coalition as a member community.  The dues for 2014 are $1,750 based on the size of Salem’s CPA surcharge.  Ms. Sides recommended that the CPC join the Coalition.

Mr. Boris made a motion to utilize CPA administrative funds to join the Coalition.  Mr. Moriarty seconded the motion, all were in favor and the motion so carried.

Next Meeting Date

The next meeting is scheduled for March 4, 2014.  

There being no further business, Mr. Shea made a motion to adjourn.  Mr. Moriarty seconded the motion. All were in favor, and the motion so carried.
