COMMUNITY PRESERVATION COMMITTEE
MINUTES
July 9, 2013
        
A meeting of the Community Preservation Committee (CPC) was held on Tuesday, July 9, 2013 at 6:00 pm at 120 Washington Street, Salem, MA.  Present were Chair Helen Sides, Vice Chair Kevin Cornacchio, John Boris, Bart Hoskins, Joanne McCrea, Ed Moriarty, Mickey Northcutt, Tim Shea, and Leslie Tuttle.  Also present was Jane Guy and Elizabeth Rennard of the City of Salem.  

Community Preservation Act Training

Stuart Saginor of the Community Preservation Coalition provided a training on the Community Preservation Act (CPA).  He provided a copy of the presentation on DVD.  The training included:

  • Description of the Community Preservation Coalition and their role
  • An overview of the success of the CPA in Massachusetts
  • Initial Tasks for CPC members
  • Developing a Community Preservation Plan
  • CPC ongoing requirements
  • CPA annual budget
  • Administrative account & common uses
  • Borrowing permitted under CPA
  • Determining project eligibility
  • Making project recommendations to City Council
  • Legislation body action limitations
Next Meeting Date

Tuesday, July 16, 2013, 5:45 p.m.  

Determine the CPC meeting frequency and set a schedule

Mr. Northcutt made a motion to have regular meetings on the second Tuesday of each month at 6:00 p.m.  Mr. Shea seconded the motion, all were in favor and the motion so carried. There will be no August, 2013 meeting.

Other Business

There was no other business.

There being no further business, Mr. Boris made a motion to adjourn.  Ms. Tuttle seconded the motion. All were in favor, and the motion so carried.
