Salem Bike Path Committee
Minutes of Meeting
Wednesday, April 11, 2012


A regularly scheduled meeting of the Salem Bike Path Committee was held on Wednesday, April 11, 2012 at 7:00 PM in Meeting Room 312 at City Hall Annex, 120 Washington Street.

Members Present:  Dan Shuman, Will Peck, Ernest DeMaio, Will Peck.  Also present was Staff Planner/Harbor Coordinator Frank Taormina

Members Absent: David Hallowes

Public in Attendance:   Dan Cooper, David Bowie, and Brad Sandler (Salem Residents that will be appointed to the Bike Path Committee on April 12, 2012).
        

Chairman Shuman called the meeting to order at 7:06 PM.  He acknowledged those members absent and present for the record.

  • Approval of Minutes
J. Bellin would like to clarify a statement he made on page two of the minutes.  He still feels that there is merit is joining forced with another establish City Event but wanted to clarify for the record that the Public Safety Day Event that he attended last year was in a bad location and poorly attended.

E. DeMaio pointed out a spelling error at the bottom of page two.

J. Bellin made a motion to approve the March 14, 2012 Meeting Minutes as amended, seconded by E. DeMaio and approved unanimously.


  • Public Comment
Chairman Shuman acknowledged the three soon to be appointed members of the Bike Path Committee in attendance.

J. Bellin asked if each soon to be appointed member could introduce themselves and share with the Committee the reasons why they wanted to join the Committee.

D. Cooper introduced himself and informed the Committee that he is a new resident to Salem and that he has taken notice to all the progress the City and the Committee has made with respect to bike accommodations. He is an avid biker and wants to help in making Salem a safer biking community.

D. Bowie is a 12 year resident to Salem and he rides his bike almost everyday.  He is excited to see the progress made to date with respect to bike accommodations and looks forward to assisting the Committee in furthering their mission.  

B. Sandler is a new resident to Salem.  He is a recreational rider, but wishes he could commute to work via bike, but cannot because of the distance to his place of work.  He joined the Committee to try and get more people on bikes not just for recreation but as a commuting option as well.   He also wants to help in any way he can to try and make Salem a more bike friendly community.

Chairman Shuman thanked each member for attending tonight and looks forward to working with each of them in the future.

    
  • New Business
Bike Path Committee Logo                
Chairman Shuman opening up the item and turned the floor over to F. Taormina.

F. Taormina informed the Committee that Committee Member D. Hallowes is on vacation but before he left for vacation he forwarded him the reworked Salem Bike Path Committee Logos.  He provided the Committee with a print out of the reworked logos.  Discussion ensued.

J. Bellin liked logo 4c2 because it spelled out the name of the Committee under the acronym but visually he liked logo 4d better, even though it was only an acronym logo.  He asked if there as a way to incorporate the Committee name into logo 4d.  Discussion ensued, and the Committee agreed that was something they would like to see.

W. Peck liked logo 4d and asked if perhaps a front and rear light could be added to the logo.  The Committee thought that that would make the logo look to busty  

E. DeMaio likes 4c2 because it has the Committee name on it, but pointed out that it was hard to read and offered some suggestions as to how it could be more visible when used as a small logo.  He disagreed with J. Bellin with the placement of the Committee name in logo 4d and suggested that placing the text under the bike symbol or under the acronym might work better than flanking the logo on each side.

Chairman Shuman asked the soon to be appointed new members in attendance what they thought.

D. Bowie likes 4c2 because of the text under the acronym and agrees that if the same where done to 4d it might work as well.

B. Sandler likes 4d with text.

D. Cooper agrees with J. Bellin and would like to see text added to logo 4d.

F. Taormina stated that it seems that the Committee like either logo 4c2 or 4d and asked if it was ok to eliminate the other logo samples.  The Committee agreed.

J. Bellin made a motion to have Committee Member D. Hallowes make several different iteration of logo 4d incorporating the Committee name in it and to have logo 4c2 cleaned up as E. DeMaio suggested.  Seconded by W. Peck and approved unanimously.

F. Taormina stated that he would work with D. Hallowes on revising both logos when he returns from his vacation and have that for the Committee to review at the next meeting.

Bike Lane Extension " style="padding-left:27px;text-align:left;">F. Taormina informed the Committee that he secured Chapter 90 money from the City Engineer to have the Lafayette Street Bike Lane extended to Porter Street, where it will join the Lafayette Street Improvement Project fronting St. Joseph’s Church which will have bike sharrows striped through both intersections (Lafayette/Washington/Dow St Intersection and the Lafayette/Harbor St Intersection) ending just after Harbor St in downtown Salem.  In total the bike lane extension is 0.9 miles long and it would be laid out by FST Engineer and performed by an on-call pavement contractor that is currently on retainer with the City Engineer.  He is working closely with FST Engineers and the City Engineer to have this work done by late spring early summer.

Bypass Road Bike Path connection to Peter Tracy Multi-Use Path Update
F. Taormina updated the Committee that MassDOT has finished grading the connection of the bypass road bike path to the connection of the Peter Tracy Multi-Use Path at Cross St.  He believes that MassDOT will finish paving and landscaping the connection later this Spring.  When completed, the bypass road bike path will be connected to the larger network of on- and off-road bike routes throughout Salem.
        
    
  • Old Business

F. Taormina showed the Committee the two different layouts of the back side of the bike routes map.  Discussion ensued.

W. Peck asked if more Salem Bike regulations (if any) could be included into the section about Massachusetts Bike Laws.

E. DeMaio likes the layouts but wants to make sure that the material that is being produced by the Committee is consistent in look and feel.  Although the Bike Safely in Salem Pamphlet was created by someone else the Committee needs to make sure that they are consistent in look and feel but no in content.  He mentioned that if you do include bike safety tips on the map then where do you draw the line.  He believes that the Bike Routes Map should not have bike safety tips on it, as there is already a pamphlet that addresses bike safety so keep them separate.  He suggested that all the bike facilities info should be located on the back of the map.  He agreed with W. Peck that the map should include more bike laws.

J. Bellin stated that the Bike Safely in Salem Pamphlet was mostly created for children and parent where the back of the map is an opportunity to reach a different audience to offer some common sense rules of the road and bike safety tips.  Discussion ensued.

D. Bowie stated that Salem is an international City.  People from all over the world visit Salem and you never know who will pick up these maps.  He agrees with E. DeMaio that the bike resources and the bike laws should be prominently displaced on the back of the map, where the bike safety tips could be an insert, left out, or just refer to the bike safety pamphlet.  

The Committee discussed the matter further and agreed to remove the bike safety items and replace with bike facilities items and other essential bike resources.

F. Taormina asked which layout the Committee prefers best the maroon or the blue.  The Committee unanimously agreed with maroon.  He then stated that he will work with FST Engineers to revise the maroon layout and incorporate all the changes discussed.
Bike Safely in Salem Pamphlet
F. Taormina updated the Committee that the Salem Police Department and the Park and Recreation Department endorsed the pamphlet.  He also informed them that he had the text of the pamphlet translated into Spanish and he will work with D. Hallowes to reinsert that text into the pamphlet layout.  Once the Committee approves their logo and the City hears back whether or not they have been awarded as a Bike Friendly Community from the League of American Cyclists, then he will finalize the pamphlet for printing.

Other Old/New Business
Chairman Shuman asked if there were any other old/new business items the Committee would like to discuss tonight.

W. Peck informed the Committee that he attended the last MBTA Parking Garage Public Meeting and the T has incorporated two bike parking facilities and bike sharrows from Bridge Street through the site to the garage.

F. Taormina informed the Committee that there are two City events that the Committee was invited to attend: The Living Green Fair at Old Town Hall on May 19, 2012 from 10am – 3pm and The Public Safety Day on September 22, 2012 at the Moose Family Center from 10am – 2pm.  If anyone was interested in manning a table to represent the Committee to please let him know.  He will forward the details to each committee member via email after the meeting.  

Chairman Shuman asked if there is any further old or new business to discuss tonight.  There being none, he asked for a motion to adjourn.  J. Bellin makes that motion, seconded by E. DeMaio and approved unanimously.  The meeting was adjourned at 8:32 PM.
