Salem Bike Path Committee
Minutes of Meeting
Wednesday, December 14, 2011


A rescheduled meeting of the Salem Bike Path Committee was held on Wednesday, December 14, 2011 at 7:00 PM in Meeting Room 312 at City Hall Annex, 120 Washington Street.

Members Present:  Dan Shuman, Will Peck, Jeff Bellin and David Pelletier.  Also present was Staff Planner/Harbor Coordinator Frank Taormina

Members Absent: Ernest DeMaio. Jamie Metsch and David Hallowes

Public in Attendance:  None
        

Chairman Shuman called the meeting to order at 7:02 PM.  He acknowledged those members absent and present for the record.

  • Approval of Minutes
Chairman Shuman pointed out three spelling errors in the November 9, 2011 Meeting Minutes.  A motion was made by D. Pelletier to approve the minutes as revised, seconded by W. Peck and approved unanimously.  Chairman Shuman pointed out one edit in the October 12, 2011.  A motion was made by J. Bellin and seconded by W. Peck and approved unanimously.

Chairman Shuman asked the Committee if they had any questions regarding the 2011 Annual Report.  

W. Peck asked if under the section Pedaling Forward (major initiatives the Committee is currently working on in fiscal year 2012) Bike Safety Pamphlet item the Committee would consider adding that the pamphlet will be translated into Spanish so that it can be available to all Salem Residents.  Discussion ensued.  The Committee agreed to add text into the Annual report.  

W. Peck also asked if the safety pamphlet could be reviewed by the School Department in addition to the Salem Police Department before it is released.  Chairman Shuman and F. Taormina reminded W. Peck that at a previous meeting the Committee voted to only have the safety pamphlet endorsed by the Salem Police Department not the School Department, before it is disseminated.

J. Bellin asked if the paragraph regarding the extension of the Salem Bike Path under the section Key Initiatives completed during fiscal year 2011.  J. Bellin suggested how the paragraph could be revised.  F. Taormina stated that he will rework the paragraph as J. Bellin suggested.

Chairman Shuman asked for a motion to have the Annual Report revised and sent back to the Committee for their review and approval at the next meeting.  J. Bellin makes that motion, seconded by D. Pelletier and approved unanimously.

Review Draft Bike Safety Pamphlet               
Chairman Shuman asked for a motion to table the item as Committee Member D. Hallowes was not present.  Motion was made by J. Bellin and seconded by D. Pelletier and approved.


Creation of User Friendly Bike Routes Map
F. Taormina showed the Committee the latest progress print of the bike routes map.

J. Bellin stated that he would like to see all the bike facilities, whether they are off road (paved or unpaved) or on-road all the same color so that people can follow the bike routes easier.  TO differentiate between the various kinds of bike facilities he suggested that we use thin line, thick line, dashes, dots, etc.  D. Pelletier agreed and though that was a great idea.

D. Pelletier stated that he would like to see the scale shown on the right hand side of the map from Winter Island to the Marblehead line, so that people can see how long the route is from North to South.  The Committee agreed.

Chairman Shuman asked if the bike shops symbol could be changed to a tire or a wrench.  F. Taormina said he would look around for a better symbol.

J. Bellin stated that the other symbols on the map need to be in a higher resolution so that they can be seen more clearly.  F. Taormina stated that he would discuss that with GIS and see if they can change them.

D. Pelletier wants to see the Salem Woods trail shown on the map as a pedestrian trail where bikes are welcome removed and instead a note that states that there are hiking and mountain biking trails at Salem Woods.  The committee agreed.

Chairman Shuman suggested that all the major streets colored orange on the map be changed to grey, so that it doesn’t compete with the main focus of the map, which are the bike routes.  The Committee agreed.

Chairman Shuman asked if the Willows Amusements and Restaurants could be identified on the map as a destination.  Downtown Salem is identified as a destination with restaurants, shops, etc. but the Willows should also be identified, as many visitors don’t know that it is more than just a city park, one can buy ice cream food, and play games there.  The Committee agreed.  Instead of using a food or amusements symbol, the committee agreed to shade the area a different color and call out that there are amusements and food there.

D. Pelletier would like to have the Marblehead Path changed to represent an unpaved path and a note and arrow showing exactly how many miles it is to downtown Marblehead.

D. Pelletier also suggested that the legend be relocated to the other side of the map so that you can see more of the Marblehead Path and downtown Marblehead.   Discussion ensued.  The Committee agreed to move the legend up toward Salem Harbor to show a bit more of the Marblehead Trail, but did not want to relocate it to the other side of the map to cover up a portion of Salem.

F. Taormina stated that W. Peck mentioned at the last meeting that the Bridge Street By-Pass Road was recently renamed to the Sergeant James Ayube Memorial Drive and the map should reflect that.  The map was not revised and he will have it reflected in the next revision.

F. Taormina stated that he would work with the GIS Administrator to have the edits made to the map and have a revised map available at the next meeting for the Committee’s review.    


Other Old/New Business
Chairman Shuman asked if there were any other old/new business items the Committee would like to discuss tonight.

Chairman Shuman asked if there is any further old or new business to discuss tonight.  There being none, he asked for a motion to adjourn.  J. Bellin makes that motion, seconded by D. Pelletier and approved unanimously.  The meeting was adjourned at 8:11 PM.
