SPECIAL WORK SESSION MEETING
Regarding Proposed Swimming Pool Funding
SEPTEMBER 8, 2008

The Salem City Council met on Monday, September 8, 2008 at the hour of 6:00 p.m. in the Council Chambers of Salem City Hall, 101 S. Broadway, Salem, IL 62881 for the purpose of conducting a workshop to discuss fundraising for the proposed new swimming pool.

The Meeting was called to order by Mayor Leonard E. Ferguson, who thanked everyone for coming.  He commented that it has been six months since the sales tax referendum passed.   

Items for discussion were Cost of Project and Fundraising

1.      Cost of Project
Mayor Ferguson indicated that the monies that will be freed up from the ½ % Sales Tax Referenda will not be enough to cover the costs for the swimming pool complex, therapy pool and all the amenities as designed and the costs for materials and changes in the design have already increased.  
Discussion regarding:
·       City Council’s designated uses for the additional one-half cent sales tax revenue
·       Amenities included in the $4.3 million pool design
·       Review the history of the plans for replacement of the 80 year old pool along with the addition of a therapy pool
·       Funding for therapy pool and additional amenities
·       Increasing project and construction costs
·       Public dissatisfaction that Council did not allow for more funds to be used for the new pool complex
·       Receiving the OSLAD Grant
        
Fund Raising
·       Mayor Ferguson suggested some fund raising ideas for consideration:  
1.      Naming Opportunities – Donations for Therapy Center, Swimming Pool, Bath House, Locker & Shower Rooms, Concession Area, Major Amenities
2.      Wall of Support – Donations  – Bronze, Silver, and  Gold
·       Could shared parking lots be funded from other funds than the pool fund
·       Bidding items separately
·       Therapy pool could come later
·       Mayor Ferguson commented the therapy pool should be built at the same time as the outdoor pool because it may not happen later
·       City Manager Christie commented that the one-half cent sales tax can only be used for infrastructure.  It will free up monies that can then be redirected to the pool project and it will not be enough to cover the costs of the complete pool complex as designed.   
·       Mayor Ferguson solicited for volunteers to form a fund raising committee – no volunteers were recognized at the end of the meeting.
