Meeting Minutes –5/25/2016
Community Hall Annex
Meeting opened at 6:35AM. Attending: Mike Sullivan, Doug Briggs, Tom Dufault, Mark O’Clair, Michele Van Reet
Guests: Dick Williams
- Review and approve minutes – Several submitted; will be reviewed next meeting.
- Tree Cutting – We need to contract with a forester to manage a logger. Dick asked the Rutland Conservation Commission about the wetlands issue and it will take a few months to figure it all out. Briggs suggests that we should leave the town property out of bid process and focus on the RDIC property.
- Committee Membership – Dick cannot perform senior tax work for the RDIC if he is a member of the Commission. However, he could work for another department, such as DPW. Mark O’Clair intends to continue on for another term when his term expires this year.
- Roadway – Larsen Engineering (Natick) originally worked with Pare and may be able to help us get the certification. Pare insists they have completed their work as contracted. Dufault disagrees and suggested that we may need to involve Attorney Paul Cranston to resolve the issue. The road certification is not explicitly stated in the contract, but it is implied and Dufault is fairly certain that is covered in the contract.
NEW BUSINESS -
- CMRPC update – Van Reet attended the Central Mass Regional Planning Commission on May 18 and learned how different communities in Central Massachusetts are working on development. Big ideas were planning for walkable town centers and keeping to the stated vision – understanding that not all businesses will ‘fit’ with our property for various reasons (limited water resources, limited access (roads/highways, etc.). Rutland has limited accessibility (roads/highways). Central Massachusetts is compatible with agri-tourism and we should consider how to get people to stop and shop in Rutland, not just pass through to other destinations. We also need to be patient – Shrewsbury gave some examples of initial proposals that fell through due to various reasons (not enough infrastructure) or
were not accepted because they did not fit with the stated goals for the land use.
- Dick Williams wants a pile of dirt/rocks on the RDIC property to be leveled out and the front (Maple Ave) neatened up. He will talk to Gary Kelleher, DPW about it.
- Sullivan talked to Rob Indresano at Barton Associates – they are looking at 2 other sites. They offered to give us the environmental studies. Rob will work on it. Dufault asked if extending the pipe would alleviate the issue.
- Van Reet noted that we should have a process set up to streamline the process for permitting. That was another suggestion from the CMRPC meeting.
- Sullivan has an invoice for $70 from the landmark for the legal notice in the Landmark. Dufault motioned to submit the invoice for payment. Van Reet seconded. Unanimously approved.
