Meeting Minutes –3/2/2016
Community Hall Annex
Meeting opened at 6:36. Attending: Mike Sullivan, Doug Briggs, Tom Dufault, Mark O’Clair, Michele Van Reet
Visitors: Gary Kelleher (DPW), Mr. Chris Stark
Mr. Chris Stark, Central Tree Middle School Science Teacher & Mountain Bike Club Advisor would like to start ASAP to build wooded trails that would benefit the students and town residents with bike and cross country running trails. The trails would connect to the school property and would connect to trails though the town. Sullivan expressed concern about liability of volunteers clearing trails and the liability of people falling or otherwise getting injured on the trails. He also suggested waiting to build the trails until after the tree clearing. Van Reet disagrees. Dufault suggest a compromise to work on the existing trail and complete the connector piece and other parts while waiting for the tree clearing. Sullivan asked how this plan fits with the playing
fields. Sullivan will look into liability issues and get back to Mr. Stark.
Gary Kellaher reported that he was asked how to get permits for soccer/baseball fields.
We are all set with the DEP violation. Kellaher also stated that Soucy (builders) wants to put drainage into the Rutland Heights catch basin.
- Environmental Issues on Lot 1
Barton offered all of their environmental studies to us. Sullivan needs to follow-up with them. Barton is concerned about leakage from the Citgo gas tanks. We don’t need to do any studies – the fire department oversees tank removals and they would have documentation on any leaks.
Barton has withdrawn the P&S and Sullivan approved and returned the deposit without RDIC board approval. Dufault noted that we should have kept the deposit because there was no valid reason for Barton to withdraw. If this happens again, the RDIC should keep the deposit. Van Reet agreed.
Discussion regarding clear cutting lot 1 (adjacent to Mosio’s Citgo) resulted in a determination that the property would be more marketable if it was cleared but also needs a restoration plan in place.
A motion was made (Dufault) and seconded (O’Clair) to clear cut Lot 1 to the cross-country sewer line and selectively cut the remainder of the property. Motion passed unanimously.
