MEETING MINUTES

Meeting opened at 6:33AM
Attending:  Doug Briggs, Tom Dufault, Mark O’Clair, Mike Sullivan, Michele Van Reet

  • Review minutes – Minutes from 3/4/15 meeting presented.  Doug Briggs made a motion to approve minutes as amended.  Mike Sullivan seconded.  Motion passed unanimously.
  • Bid discussion – Mike Sullivan spoke to Andresano, who requested the check from the first proposal returned (Mike returned it).  He’s still interested in building this year and is working on completing the RFP.
  • HPDD review board – We need to establish a board to review applicants.  Suggestions for potential members:

Tom Dufault suggested that we put an announcement in the Landmark to solicit at large members from the community.  We unanimously agreed to do this.

  • New business – Mark Mosio contacted Doug about purchasing the property adjacent to his property, but has no current plans for use.  Doug explained the RFP process to him.
  • Old business – Select Board rejected our request to include Economic Opportunity Area on the Town meeting warrant due to lack of information.    The Select Board questioned why the RFPs have failed, with some suggesting that Attorney Cranston did not provide proper guidance at the onset of the process.  Mike Sullivan will address the Select Board at their meeting on 3/31/15 to provide a brief history of the process and to make clear the Attorney Cranston provided appropriate guidance throughout the process.  The RDIC drafted the RFP.  There were no responses to the first RFP, which was criticized as having a too narrow timeline (which the RDIC set, not Attorney Cranston).  The second RFP yielded a promising bid, but Attorney Cranston deemed the proposal nonresponsive (proposal granted bidder choice between 2 lots and right of first refusal on other parcels, etc).  The RDIC members realized that the RFP was not user-friendly based on the difficulty of the bidder to adequately respond.  We determined that we needed to  modify the RFP and asked Attorney Cranston for help.
