Meeting Minutes –11/20/15
Community Hall Annex
Meeting opened at 6:32. Attending: Mike Sullivan, Doug Briggs, Mark O’Clair, Michele Van Reet
Visitors: Mr. Dick Williams, Gary Kelleher – DPW Director
- Due diligence – Barton needs indemnification to work on Lot 1. Land needs to be surveyed before it snows.
- Extension of P&S etc.(changes) – Attorneys Paul Cranston (Rutland) and Andrew Burke (Barton) extended P&S 3 months so we don’t need to come back every 30 days. A motion was made (Briggs) and seconded (Van Reet) to authorize the extension of dates per Attorney Cranston. Motion passed unanimously.
- New RFP and map – Attorney Paul Cranston wants to check dates to be sure they are appropriate. Sullivan is expecting it later today.
- Roadway status – Sullivan will contact Tom for an update.
- Property maintenance job description
- Williams / Ruchala fuel reimbursement – 52 hours mowing/pushing trees and $200 worth of gas. Gary Kellaher (DPW) agreed to reimburse Mr. Williams with fuel from the town pumps, but Mr. Williams won’t go to the DPW garage to get fuel (the tractor doesn’t like the road). Gary Kellaher stated that he could send a fuel truck to fill him up at the Heights property. Mr. Williams noted that there is a natural amphitheater on the property. He also noted that there are piles of wood chips, rock, loam, and stumps that are difficult to work around. He also noted that logs are being dumped there for town employees to quietly take wood. The old landfill had a lot of stumps and there could be a problem if the dam breaks. Beavers made a dam and the water level has increased
quite a bit at the pond. We need to go to the Board of Health to obtain a permit and Gary Kellaher will be able to remove them. Sullivan will contact the Board of Health. Mr. Williams also reported that he found a culvert near the rose garden.
- Old business – A motion was made (Briggs) and seconded (Van Reet) to impose a 40 foot right of way along the roadway. Motion passed unanimously.
- New business – Sullivan was approached by the Girl Scouts to have a bonfire on the Heights property. They should submit a formal request.

- Next meeting: Saturday, 12/5/2015 at 10:00AM at the Rutland Heights property (meet at the top of the hill).
- Briggs motioned to adjourn. O’Clair seconded. Unanimously adjourned at 7:12AM.
