Meeting Minutes – 6/26/15
Community Hall Annex
Meeting opened at 6:30AM. Attending: Mike Sullivan, Doug Briggs, Mark O’Clair, Tom Dufault, Michele Van Reet
Visitors: Attorney Paul Cranston, Town Counsel; Mr. Dick Williams
- Minutes of 6/12/15 meeting reviewed. Dufault motioned to accept the minutes as amended. Briggs seconded. Van Reet abstained, all others approved.
- Mr. Sullivan advises that Barton wants to make an offer on lot 2, default to lot 1 if not buildable.
- Attorney Cranston reminded us that the Rutland Heights property plan is not stamped and recorded. It needs to be done. The company that surveyed for the state did not have the proper certification. Mr. Dufault previously spoke to Pare, who said they could do it for about $3,000; not sure of current price. Mr. Dufault will contact Pare to do this ASAP. Briggs motioned to authorize expenditure up to $4,000 to Pare to survey the Rutland Heights property and have it stamped and recorded. O’Clair seconded. Unanimously approved.
- Discussion on Barton Associates amended proposal of 6/23/15 found it satisfies RFP requirements and approved by Attorney Cranston. Van Reet motioned to accept the proposal. Dufault seconded. Unanimously approved.
- Attorney Cranston will draft a letter for Mr. Sullivan to send to Barton Associates accepting the bid and requesting a red line Purchase & Sale Agreement.
- Sullivan will ask Jackie O’Brien to put the posting in the Central Register that RFP accepted.
- Sullivan will inform Select Board that we need to hold a special town meeting to obtain Town Meeting authorization as indicated in the RFP, section 3.d.
- Attorney Cranston suggested that Mr. Briggs contact the state Ethics Commission regarding conflict of interest concerns brought up at a recent Select Board meeting due to Mr. Briggs being an abutter to the Rutland Heights property.
- HPPD Review Board
- We confirmed that Mr. Sullivan and Mr. Briggs will be RDIC members, Mr. Chris Senecal will represent ZBA (per Dufault), Mr. Dick Williams at-large, and we still need one (1) at-large member.
- Mr. Sullivan received a letter of interest from Matthew Lavoie. We currently have 3 citizens interested: Bonnie Besse, Matthew Lavoie, and Brett Russ. Not all members know all of these citizens, so we will invite them to the next meeting on July 9 at 6:30AM to introduce themselves to the committee. Sullivan will contact Besse and Lavoie. Van Reet will contact Russ.
- Briggs will prepare a fact sheet for the HPDD members.
- Sullivan will ask Attorney Cranston about the Flo Design cleanup status. We need to determine if a bond was issued so that we can collect on it because cleanup has not been completed. The trailer is secured at the DPW barn per Mr. Sullivan.
- Mr. Sullivan shared that he was contacted by Peter Lesky to let us know that the Rutland Solar Committee has designated Rutland Heights as a potential site for solar.
- Next meeting: Thursday, July 9, 2015 @ 6:30AM.
- O’Clair motioned to adjourn. Dufault seconded. Unanimously adjourned at 7:25AM.
