Review minutes – None to review
Committee Membership Mike reported that Chris Senecal has resigned fromt the board due to time constraints. The board will invite Michelle Van Reet who has shown an interest in becoming a member to the next meeting on September 24th.
Rutland Heights Hospital:
Re-draft the HPDD Zoning By-Law.
- Purpose – ok
- Definitions Specific to the HPDD
“HPDD Review Board” Second sentence-
“The HPDD Review Board shall consist of five (5) members; two (2) members from the RDIC, one (1) member from the Zoning Board of Appeals, and two (2) members at-large. The initial terms will consist of one (1) member of the RDIC for three years, one (1) member for two (2) years, the Zoning Boar of Appeals member will be appointed for three (3) years, Member’s at Large will be one (1) appointed for two (2) years and one (1) appointed one (1) year. At the conclusion of each member’s initial term the position will be reappointed for three year terms.”

Will stay as is with the word “reuse” removed
“Reuse Plan”
Shall refer to the Rutland Heights Hospital Reuse Plan dated April 1997 prepared by the Land Planning Committee in consultation with the Massachusetts Division of Capital Planning (now Division of Capital Assets Management) and approved by the Rutland Selectmen.
5.1 Remove “Approximately 17 acres “
5.2 Start paragraph “Is allowed within the HPDD…….Title 18 XVIII…”
5.3 Is now “Recreational uses” and add “al” on to the end of Recreation in parenthesis
5.4 is now “Open Space”
First paragraph remove “of the Wachusett Regional School District”
Second paragraph remove “Open Space Open Space” and capitalize “Shall”
Third paragraph remove “HPDD Review Board” after the RDIC
Final paragraph second line remove “HPDD Review Board and/or the”
7.0 Need to incorporate general requirements per Mass General Laws.
7.2 last sentence will read “ The official submission date, from which review periods are calculated will be the next scheduled meeting of the RDIC”
7.6 First sentence the HPDD will be replaced by RDIC in two places.
Recap of interested party (nursing home) site walk September 11, 11:00 AM.
Mike reviewed for the committee the interest that one group has in the 5 plus acres of land on the right side of the roadway. It was discussed that several things must be addressed in order to move forward. Mike and Tom will have a follow up meeting with the interested party on Tuesday October 24th.
- Secure topographical maps of entire property. - Mike
- Perform survey of property to delineate parcels- Tom
- Generate RFP for property sale and /or lease– Doug
- Have property appraisal done- Tom
- Town accept new roadway as town road - Mike
Solar and wind energy discussions
Doug reported that the potential for alternative power would yield income to the RDIC in the area of:
Rent average has been $3,600 /acre/year
PILOT average $20,000 /Mw/ year
Real-estate tax due to change of use cost
Next meeting of the omission is set for October 24, 2013
New business- Received a request, by the Rutland DPW Superintendant, to replace and install 320 feet of ADS piping on the back side of the Heights property. Doug question the need for input from the Conservation Commission prior to giving approval. Mike will follow up with Gary Kelleher.
