Minutes: The board reviewed the minutes from the 8/14/18 meeting. Shawn moved to accept the minutes. Dick 2nd, all in favor.
ANRS: Andrew Hartley from 194 Maple Avenue submitted an ANR. He wants to subdivide his land. Potentially his 2 children would like to live on the lots in the future. The board reviewed the plans. The plans were straight forward and conformed to regulations. One lot will be created and one lot changed. Dick moved to endorse the plans. Shawn 2nd, all in favor. $400 cash was received from the applicant. ($350 previously given to the town clerk and an additional $50 given at the 8/28/18 meeting) The board signed the ANR.
Set Public Hearing Dates & Site Walks for Solar Projects: Debbie Ludovico, abutter at 260 Glenwood Road (65 C 1.05), gave the board permission to walk on her land during the site walk. Alexis Vallejos, the abutter on 38 Princeton Road, has concerns about what the view from his property will be. It was noted that Marilyn is having surgery on 9/10/18 and that Dick is having surgery on 10/5/18. Marilyn will not be at the 9/11/18 meeting. She may remote in for the 9/25/18 meeting. Dick will not be present on 10/9/18. The board decided to hold the site walks on September 25th. They will start at 6:30pm and get through as many of the 5 locations as possible planning to be back in the Planning Board office for 8pm. They will start at 0 Campbell Street, continue to 309 East County
Road, then Glenwood Place (66 A 5), then Glenwood Road (65 A 5) ending with 65 C 1. It was noted that the public hearing continuations for the first 2 projects are already scheduled for 9/11/18 and will likely be continued to 9/25/18. This is the tentative time for the site walk and will be discussed with the applicant at the 9/11/18 meeting. Norm requested the site walk be put on the agenda as 6:30-7:45pm as time permits. The hearings will be scheduled for 7pm, 7:15pm, and 7:30pm on October 9th.
Resident Sewer Concerns: George Johnson, resident from Glenwood Road, stopped in to express his concerns. He previously worked at the water/sewer department. He said at one time sewers worked off of gravity. Now there are many E1 pumps going in. He is concerned about the lack of regulations and inspections with the pumps. He feels that, in the long run, residents and/or the town are going to be adversely affected by these unreliable systems. Norm said that we need water/sewer commissioners. It was suggested to him to start a citizen’s petition for no more pump stations or E1 pumps or to go to the Board of Selectmen.
Bear Hill: Norm visited Bear Hill today. He didn’t observe any major changes. Norm said the special town meeting is going to be between the beginning and middle of November. Norm drafted a letter to Blair. It states that the board will schedule an inspection by Quinn Engineering the week of October 8th. The board will base its decision for recommendation of approval for the road on the results of this inspection. Laurie will send a copy of the letter to Clea Blair, Jr. both in email and US Mail.
Brice Lemon: Shawn questioned if it was ok for phase II to start at Brice Lemon. The answer was no. The 2nd third of fees is due. The financial account for Brice Lemon is currently in the red. The sidewalks for phase 1 have not been put in. There was conversation about the wall that was put in the wrong location and the waiver for sidewalk placement that was requested by Blair. Norm would like a list made of items that need to be completed before phase 2 is started. There needs to a turnaround at the end of each phase. Financial accounts need to be settled including the 1/3 payment and the HOA account. The sidewalk needs to be installed. On the construction conditions number 30 was referenced. After the retaining walls have been built, the applicant must submit a stamped certification
from a structural engineer that the walls have been installed according to the approved design. There needs to be two egresses for the flow of traffic. All phase work shall be stabilized prior to the beginning of the next phase. Planning Board minutes from May 8th were referenced. Blair had requested a change to the sidewalks in the subdivision. The request was denied.
Town Planner Update: The new town planner will start on September 10th. His name is David George. Norm met with him last week and gave him an overview of the current projects. Sometime either before or on 9/11/18 Norm plans to meet with Ron Barron and Dave so that they can get Dave up to speed.
Marilyn motioned to close the meeting. Dick 2nd, all in favor.
