Present: Norman Anderson, chairman; Marilyn Sidoti; Tim Nahrwold; Jeff Bagg (Town Planner); Addison Redfield (arrived at 7:11pm)

Guests: Bob Liptak(resident); Stefanie Covino (Mass Audubon)

Review Minutes
        The minutes from the 2/14/17 meeting were reviewed. Tim moved to accept the minutes with corrections. Marilyn 2nd, all in favor. (Addison not present for vote.)

ANRS
        None

Old Business
        Mr. Liptak had some questions with the ANRS that were approved on Spruce Hill.  He questioned the ANR being approved because of the shape of the lots (flag lots) and whether they would have adequate access without a common driveway.  Discussion ensued. Jeff Bagg stated that ANRS are based on frontage, area and access via roadway.
        Mr. Liptak also questioned the map on Miles Road showing a curved line while the deed states it should be a straight line. The map was stamped by a surveyor.  Jeff Bagg stated that if he would like to dispute the surveyed land he would need to hire his own surveyor.  
        
New Business
        Stefanie Covino gave a presentation on behalf of Mass Audubon’s program “Shaping the Future of your Community”.  This program focuses on sustainable low impact development (LID).  Mass Audubon received a grant from Massachusetts Environmental Trust (MET) with their partner CMRPC to do an outreach program on LID.  The first step of is education.  Mass Audubon has numerous resources for education – one of which is an online tool to locate critical areas in the town that need protection (www.audubon.org/mappr).  She also gave the planning board several handouts on LID.  The second step is a DLTA funded program in which 3 or 4 communities would join together for a bylaw review analysis conducted by CMRPC.  In order to participate in this program the town would need to submit a formal letter stated their interest in being involved in this process.  Jeff stated that he believed it would be a good fit for the towns of Rutland, Barre and Spencer to work together on this.  Marilyn made a motion to participate in the bylaw analysis through DLTA. Tim 2nd.  Marilyn, Tim and Norm voted favorably. Addison abstained.  Jeff will bring a rough draft of the letter to the March 14th meeting for the board to review.   
        Discussion on Estate Lot Applications – Norm stated that for the Glenwood and Spruce Hill estate lot applications the builders must show the location of the houses on the lots. He has notified Julian Votruba of this. Discussion ensued on the regulations for estate lots.  
        Discussion on Planning Board Member Vacancy – It has been advertised in the Landmark.  An email from Shawn Moore stating interest in the position was reviewed.  




        Discussion on Brice Lemon Sewers – just an FYI – Norm had a meeting with Town council, Margaret and Gary (DPW) regarding the sewer line. There is going to be a bond on construction.   
        Discussion on Putnam Solar – Norm met with Dave Putnam. He has had a problem also with Sun Edison and is working with lawyers at this moment.  
        Tim questioned 21 days for an ANR.  If after 21 days if the planning board does not sign an ANR, the builder can go to the town clerk and get certification.   If the board votes against it – it kills it.  This information came from Jeff Lacy.  Norm would like a legal opinion on this.
        Addison Redfield wants to take his land out of 61A protection.  A letter needs to be submitted to the selectmen stating that they have no interest in the property.  Addison left the room for the vote. Marilyn made a motion stating that the Planning Board does not have an interest in the property.  Tim 2nd, all in favor.
        Addison moved to close the meeting. Tim 2nd, all in favor.
