Site Walk: The board began the meeting with a site walk at 67 Wachusett Street which is the proposed location for Wachusett Street LLC’s ground mounted solar array. Alan Clapp made mention of the federally regulated wetlands. He stated that he will keep a path open for James Taylor who is an abutter. The open path near 67 Wachusett Street will be filled in with trees after the project is fully built for aesthetics. The possibility of white pines or hemlocks was discussed. The land has already been cleared. The tree stumps will be removed from the property. The detention basin will be visible from the road but will be only be 2-3 feet deep. The size of the project is 2.5 MW and will take an area of approximately 9-10 acres for the solar panels. Norm, Marilyn, Dick,
Laurie, Jeff, Alan and Lesley were present at the site walk.

Review minutes: The board reviewed the minutes from the 7/18/17 meeting. Dick made a motion to accept the minutes. Marilyn 2nd. Norm, Marilyn and Dick voted favorably. Tim and Shawn abstained. The board reviewed the minutes from the 7/25/17 meeting. Mention was made that there are still no storm drains on Grizzly. The pavement that was put down on Grizzly due to the paving company’s error has been scraped off. Norm said that the pavement seemed to come up too easily and questioned if they skipped doing a tack coat. Dick made a motion to accept the minutes with corrections. Tim 2nd, all in favor. The board reviewed the minutes from the Glenwood Place public hearing on 7/25/17. Tim made a motion to accept the minutes with
corrections. Marilyn 2nd, all in favor.
Vincent Ross emailed Amy Kwesell (town counsel) his letter and some other documents. It was determined that Amy didn’t need to respond. Dick felt Amy should respond just to acknowledge receipt of documents.
Public Hearing – Pleasantdale Estates, LLC application to create an estate lot at 10 Wheeler Road:

The board discussed the order of conditions for approval of the Wheeler Road estate lot. Specifically they discussed the stakes marking the property lines where the estate lot abuts the properties on Wheeler Road prior to land clearing. Jeff asked the board to review the estate lot bylaw requirements to ensure the Wheeler Road estate lot follows all requirements. The requirements were reviewed and were successfully met.
Shawn made a motion to approve the estate lot at 10 Wheeler Road with the condition previously mentioned. Tim 2nd, all in favor.
Clea stated there was no rush on the notice of decision for this estate lot.

Deb Castellani, a resident on Grizzly Drive, said that with the new pavement down on Grizzly several yards have been destroyed. She questioned what the final outcome will be. Her mailbox has been ripped out to put in curbing and she would like her mailbox to be fixed. There is an 8-12 inch gap between the curb and the lawn. There is an 8-10 drop off at the end of lawn, so if you stand at the end of the lawn it collapses. Plants were toppled over and asphalted onto the road.
Norm said that they Gary wanted Cape Cod berms put in. All the lawns were graded for the original A berms.
Clea said that he has already spoken to his contractor. There were several mailboxes damaged and the contractor said he will fix those. They will come up with a rubber tire grade-all to grade between the sidewalk and berm and they are going to redo the sidewalk. Clea said that they are working in the easement areas which are technically Clea’s property now and will become town property down the road. He said the area will be fixed up and reseeded to look as close to as it did before construction as possible. The Cape Cod berms are more expensive, but will hold up better over time.
Clea said he had several calls from residents on Grizzly asking why there is a lip at the end of their driveway. This is because the road now has a finished coat on it. The driveways only have a base coat. To get rid of the lip residents would need to put a finish coat on their driveways.
Norm told Clea that it appears they did not put tackifier down on the upper portion of Grizzly Drive. Clea said that Yankee Engineering and Quinn Engineering are inspecting the process.
ANRS: An ANR on Spruce Hill was filed with the town clerk by Jim Soucy. The board received check #9358 in the amount of $550. The board reviewed the ANR plans. Jeff questioned if he is altering any special permit estate lots. Lot 5 was a frontage lot and lot 14 was an estate lot. It appears lot 14 is changing to a frontage lot. It also appears some lots have been renumbered. Lots 8 and 9 have been changed. The email from Anita said the application was for 5 ANR lots.
Tim questioned what stamps are required on an ANR. There is a plan for Glenwood Place ANRS that is stamped by a land surveyor and a civil engineer. Are both stamps required on all ANRS? Tim would like to ask Amy Kwesell. Norm will email her the question.
There was conversation about the Lussier multiuse plans that were submitted for site approval. The public hearing for this will be on September 12th at 7pm.

Jeff said he would get the notice of decision for Glenwood Place ready for August 22nd and he would try to get the Wheeler Road notice of decision ready for September 12th. Jeff went over the conditions for approval for Glenwood with the board briefly.
- The applicant shall deliver 600 cubic yards by September 15th.
Prior to occupancy permit for Glenwood Place private way all roadway improvements should be finished.
Prior to occupancy permit the DPW superintendent shall sign off on all road improvements.
Any changes to the approved plan including lot configuration or roadway specs shall be reviewed and approved by the planning board at a public meeting.
The approved homeowner’s agreement must be filed with the registry of deeds within 5 days of the notice of decision being filed with the town clerk.
New plans that adhere to the Rutland estate bylaws must be filed with the town clerk and planning board by 9/8/17.
Norm reminded everyone of Addison’s party on 8/9/17 at 6:30pm at the tavern.
