Review minutes from 1/10/17: Dick moved to accept the minutes with no corrections. Marilyn 2nd, all in favor.
Review public hearing minutes from 1/10/17: Marilyn moved to accept the minutes with no corrections, Dick 2nd, all in favor.
ANRS: Clea Blair, Jr. presented an ANR for lot ‘H’ on East County Road (Rt68) on behalf of Milliken Brook Estates, LLC. Lot ‘H’ is 2 acres and has 225.44 feet of frontage. Dick moved to endorse the ANR. Marilyn 2nd, all in favor. ANR Signed by Norman, Dick and Marilyn. Check #1021 in the amount of $350 was received.
Addison arrived at 6:38pm.
Clea Blair, Jr. presented an amended ANR for Glenwood Place & Glenwood Place Extension. As requested, where the road changes from a public road to a private way was clearly marked. The two lots mistakenly labeled as lot #10 were renumbered. Discussion ensued as to whether the end of the public road was in fact the legal end of the road. Clea had contacted both Gary Kellaher and Anita Carlson and they are in agreement at which point the public road ends. Discussion ensued as to the width of the private way and whether it was easily accessible for emergency vehicles. Clea states the private portion of the road is as easily passible as the public portion. Dick requested a walk through. Addison moved to approve the ANR. Marilyn 2nd. In favor – Addison, Marilyn, Norm.
Opposed – Dick. ANR signed by members. Applications for 6 special permits for the estate lots were received along with the abutter’s list and stamped envelopes. A hearing date will be set at a future meeting. Check #1278 in the amount of $3000 was received.
Public Hearing to consider the application of JM Soucy Contracting, Inc. for a Special Permit for approval of a special permit for open space design entitled Spruce Hill Estates located on Main Street at Map 29, Parcel A-10. (See Public Hearing Minutes)
Hearing opened at 7:18pm.
Meeting continued at 9:07pm.
Old Business: Jeff Bagg drafted the Special Permit Notice of Decision for the Common Driveway at 104B Main Street requested by C.B. Blair Development Corp. The board reviewed the notice and made adjustments. The notice was signed by the board members. Laurie will bring the notice to the Town Clerk on 1/26/17.
New Business: The board reviewed the mail. Of note, Addison Redfield is selling his property on Campbell Street to Elbag Brothers, Inc.
