       Minutes 06/27/17

Opened: 6:38pm

Remote Participation: Shawn Moore by phone starting at 7:35pm and ending at 9:35pm (for public hearing)

Guests: Seth Knipe (Fire Chief), Anita Carlson (Town Clerk), Clealand Blair, Jr., Roman Ruzbasan, Silvia Ruzbasan, R. Philip LaRoche


Review minutes:  The board reviewed the minutes from the 6/13/17 meeting. Dick made a motion to accept the minutes. Marilyn 2nd, all in favor.  The board reviewed the minutes from the 6/13/17 Glenwood Place public hearing. Dick made a motion to accept the minutes.  Tim 2nd, all in favor.

ANRS: Dick feels that the ANR on Main Street and Wheeler Road submitted by Pleasantdale Estates should be discussed with town counsel.  He questions if there is a bond.

Bear Hill II: On June 26th, Blair met with Norm on Grizzly Drive. Blair Jr. asked Norm if it was required for him to finish the permanent egress onto Brintnal Drive before building more houses on Bear Hill II. Norm said that absolutely yes, this egress would be required before construction.  

KP Law: The planning board will have a meeting with KP Law to ask the new counsel any questions they might have. The meeting will be on July 18th.  Tim will be away, but may call in remotely.
CMRPC Contract: Jeff’s contract is up for renewal.  The contract is a continuation of the previous contract with a few minor changes.  Dick made a motion to accept the renewed contract. Marilyn 2nd, all in favor.  Margaret (town administrator) will sign the contract and submit it.  

Jeff Bagg – New Submission Process:  Applicants will submit all new projects (ANRS, Special Permits, etc) to the town clerk. Anita will clock them in and notify the planning board of their submission.  Tim is interested in going digital with submittals of plans in addition to paper copies.  Anita said it is the goal in the future to have all forms available on the website.  There was a discussion of the new filing system. Example: FY2018-ANR-01 Applicant, Street Address.  

Wheeler Road: Laurie asked Clea Blair to bring in a copy of the Wheeler Road plans showing the house placement on the map. He said he would drop it off within the next couple of days.

Dick asked Clea for a copy of the HOA from Brice-Lemon. Clea will bring in a copy.

Highlands at Brunelle West: The Town of Rutland took over the HOA.  Dick is not sure why the BOA had jurisdiction over this.  Margaret had asked Dick about seeing a signed copy, but the planning board has only an unsigned copy. It is assumed there is a signed copy at the registry of deeds, but we do not know this for a fact.  The conservation commission should be following up with the home owners. Lenny Gengel turned the HOA over to the residents.  The residents have not been following the HOA.  The detention ponds have not been cleaned out.  

Plans for Addison Redfield: The planning board will invite all boards and committees members and town employees.  Need to choose a date.  Hors d’oeuves will be served.  We are estimating 30-40 guests. August 2, 3, 9, or 10th are potential dates to give to Addison.  Tim will take care of the gift.  Laurie will collect any donations.


Dick moved to close the meeting. Tim 2nd, all in favor.
