PLANNING BOARD    

   Minutes 05/09/17

Opened: 6:30pm

Present: Norm Anderson, Marilyn Sidoti, Dick Williams, Shawn Moore, Jeff Bagg (Planner)

Remote Participation: Tim Nahrwold by phone starting at 8:26pm and ending at 8:56pm

Guests: Donald Segur, Janet Segur, R. Philip LaRoche, Cynthia Jolley, Jim Soucy, Julian Vortruba, Roman Ruzbasan, Vincent Ross, George Kiritsy, Esq., Craig Bacon, Silvia Ruzbasan, Clealand Blair, Jr., Holly Ducharme, Rob Ducharme

The board signed the document for the Registry of Deeds. Norm Anderson was re-elected on 5/8/17 for a 5 year term and Shawn Moore was elected for a 4 year term. We still need Tim to sign this document before it can be mailed in.

Review minutes:  The board reviewed the minutes from the April 25th meeting. Dick made a motion to approve the minutes with corrections.  Shawn 2nd, all in favor.

ANRS: Mark Elbag, Jr. presented an ANR for Lot 1 on Princeton Road.  The board reviewed the plans. Dick made a motion to endorse the ANR.  Marilyn 2nd, all in favor.  The board signed the ANR.  Check number 1179 in the amount of $350 was received.

Julian Vortruba presented an ANR on behalf of Cynthia Jolley for 4 lots on Central Tree Road.  The board reviewed the plans.  Dick moved to endorse the plans.  Marilyn 2nd, all in favor. The board signed the ANR. Check number 3051 in the amount of $550 was received.

Public Hearing - CB Blair Builders Inc. application to create 1 estate lot on Prescott Street

Marilyn made a motion to grant the special permit to CB Blair Builders for the estate lot on Prescott Street.  Shawn 2nd. Marilyn – Aye. Shawn – Aye. Norm – Aye. Dick – Aye. Tim – Abstain.

The board signed the plans.

Laurie requested an additional copy of the plan from Julian.  He said he would drop it off.

Public Hearing - Continuation on Public Hearing on 7 Estate Lots on Spruce Hill Estates submitted by JM Soucy Contracting Inc.

Marilyn made a motion to grant the special permit with conditions.  Dick 2nd.  Discussion ensued. Jeff confirmed that all regulations were met.  The board agreed.  Tim questioned if frontage issue was resolved. The other board members confirmed it was. One of the conditions will be there will be an easement for lot 15 to have access from Main Street.  In the year 1930 under Mass DOT there is a recorded easement on lots 5 & 6 for a drainage pipe.  Recorded plan book 173 plan 8. There was discussion about site plan review being required for the 3 common driveways.
Vote to grant the special permit with conditions was taken. Marilyn – aye. Norm – aye. Dick – aye. Tim – Aye. Shawn – Abstain.

Tim stated he would come in on Friday, May 12th to sign the paper for the registry of deeds.  Tim left the meeting at 8:56pm.

The draft of the review the Rutland Open Space and Recreation Plan was revised.  This will be submitted by Laurie to Peter Craine this week.

Jeff Bagg has been working on a new filing system and new applications forms.  Discussion ensued.  He would like to do a presentation on June 27th.

Norm discussed Blair’s one page revision on the Brice Lemon Project that he learned about through Quinn Engineering. It is just a minor modification having to do with the detention pond.  One of the detention ponds had been moved closer to one of the roadways.  

Discussion about Annual Dinner for CMRPC on June 8th.  It will need to be on our agenda for the next meeting.
