Review minutes: The board reviewed the minutes from the 10/24/17 meeting. Shawn made a motion accept the minutes with corrections. Dick 2nd, all in favor. The board reviewed the Prospect Street Estate Lot Public hearing minutes. Shawn made a motion to accept the minutes. Marilyn 2nd, all in favor. The board reviewed the minutes from the Glenwood Estate Lot Public hearing. Dick made a motion to accept the minutes. Marilyn 2nd, all in favor. The board reviewed the minutes from the Glenwood Common Driveway public hearing. Marilyn made a motion to accept the minutes. Shawn 2nd, all in favor. (Note: Tim did not join the meeting until after this time and therefore did not vote.)
General Discussion: Check #5362 in the amount of $3,575.91 from Moose Crossing Realty Inc. was submitted to the treasurer for Michael Drive on Moose Crossing to be put into a trust fund of the Town of Rutland for the preservation of open space. The remaining $2,924.09 of the total $6,500.00 is coming from the balance in the consulting account.
Dick wrote a letter in support of a grant from CMRPC for $50,000 for a trail map for the commonwealth. The board approved of the letter and the letter was given to Jeff Bagg to bring into CMRPC.
Jeff referenced an email from Eli Goldman from CMRPC. Eli requested to come in to do a short presentation to the board about the Low Impact Development Bylaw. The board agreed he could come to the next meeting at 6:45pm.
Public Hearing Continuation – Elbag Brothers, Inc. – Special Permit Application for a Common Driveway on Glenwood Road

Marilyn made a motion to approve the special permit for the common driveway servicing 2-4 Glenwood Road with the conditions as stated in the public hearing. Dick 2nd. A roll call vote was taken Dick Williams – Aye, Shawn Moore – Aye, Marilyn Sidoti – Aye, Norm Anderson – Aye, Tim Nahrwold – Aye.
ANRS: An ANR was submitted by Caloiaro on the west side of Glenwood Road. Elbag presented on the applicant’s behalf. The ANR was not signed by the owner. The plan was for 3 newly created lots and 1 changed lot. The cost would be $500 for this plan. Tim was sent a copy electronically to view. George Kiritsy signed the document stating that has power of attorney. He did not have any proof of having power of attorney with him and the board did not accept this signature. The board reviewed the plans and besides the signature the ANR was acceptable. Elbag was asked to have the applicant resubmit with proper signature.
A second ANR was submitted by Shirley Warren on Brintnal Drive. Plans were sent electronically to Tim. Public safety has no objection to this plan (reference email from Seth Knipe 11/8/17). Brintnal Drive is a scenic road. Jeff informed the future owners that removal of trees and stone walls in the public way would require a public hearing. The board reviewed the plans. Shawn made a motion to endorse the plans. Dick 2nd. A roll call vote was taken. Shawn Moore – aye, Dick Williams – aye, Norm Anderson – aye, Marilyn Sidoti – aye, Tim Nahrwold – aye. One new lot was created. Check #250 in the amount of $350 from Kristen Cammuso was submitted. The 4 present board members signed the Mylar. Tim was unable to sign due to remote location.

Notices of Decision Elbag Estate Lots – Glenwood and Prospect Street: Jeff presented the drafts. The board approved of the notices. Marilyn moved to sign both decisions. Dick 2nd. A roll call vote was taken. Shawn Moore – aye, Marilyn Sidoti – aye, Norm Anderson – Aye, Dick Williams – aye, Tim Nahrwold – aye. The decisions were signed by the 4 members who were present. Tim was unable to sign due to remote participation.
Resigning Mylar: Blair said he was all set on the Mylar for Glenwood Place. It does not need to be resigned.
Trees on Bear Hill: Dick moved to keep the plans with 3 trees per lot. Shawn 2nd. Jeff said that he counted and there should be about 300 trees. Jeff recommended that the board table this decision and request that Blair submit a formal application to amend the definitive plans to the subdivision. Tim feels the homeowners should be allowed to express their opinions. Norm agrees with Jeff that Blair would need to submit a formal request in order for a deviation from the requirement of planting street trees to be considered, otherwise the condition stands. Jeff will send Blair a letter.
Sedona Circle Bridge: General discussion ensued about the work that still needs to be completed.
Bear Hill Subdivision: Laurie submitted a letter to Clea Blair, Jr. dated 11/14/17 requesting payment in the amount of $2,333.50 to balance out the Bear Hill account.
Tim stopped remote participation at 10:02pm.
Shawn moved to close the meeting. Dick 2nd, all in favor.
