                                            Minutes
                                              April 12, 2016

Present: Norman Anderson, Dick Williams, Marilyn Sidoti, Tim Nahrwold, Addison Redfield,
Guests:  Mark Elbag, Mr. Alan Darrah, Mr. Pera

Meeting opened at 6:30pm

  •      Review minutes
3.22.16   regular meeting minutes: Dick moved to approve with corrections, Addison 2nd, Dick in favor.  Tim and Marilyn abstained.
  • public hearing minutes: Addison moved to accept the minutes, Dick 2nd, Norm in favor.
Marilyn and Tim abstained.
3.8.16 regular meeting minutes: Addison moved to approve with corrections, Tim 2nd, all in favor.

  • ANRS:
265 Glenwood Road (part of the Williams and McGann farm/Mark Elbag, Jr.
Plan was reviewed.  Addison moved to endorse, Tim 2nd, all in favor.
Check for $400.00 (check #1105) received.

Meeting recessed at 7:10pm  for public hearing at 230 Pleasantdale Road/Common driveway and 2 estate lots/Mr. Mark Curtis.

Meeting reconvened at 7:35pm

  • ANR on Maple Ave (currently under 61A)/Mr. Alan Darrah:
Anita Carlson, Town Clerk, clocked in the plan on 4.7.16.   Plan was reviewed and bounds were illustrated.  Mr. Darrah is selling 1.4 acres and plans to change lot lines.  Tim moved to endorse the plan, Addison 2nd, all in favor.
Mr. Darrah returned with 3rd plan.  Form A was received with mylar.  Check for $400.00 (check #294) received.  


  • Old Business:  
Moose Crossing affordable lot: Mr. Julian Votruba’s email (dated 4.6.16) with Offer to Purchase from MA Elbag, Builders, Inc. and subdivision plan (3.11.08) was referenced  and discussed (refer to Moose Crossing folder).   The Board’s intent and purpose of wanting to make affordable housing available was to give people working in the town a chance to purchase an affordable lot. The Board had asked Mr. Votruba to designate lot 19 as an affordable lot.  Discussion ensued.
The Board will revisit how to address affordable lots  moving forward when the new planner is arrives.  Chairman Anderson stated that interviews should occur sometime this week.



  • RE: Milliken Brook Estates Subdivision – Special Permit, Open Design option request for extension from Attorney Kiritsy (letter to the Board dated 12/29/15)”
Discussion ensued regarding (Harry Johnson property) Ridge Road.   
Straw vote: 4-1 - Dick opposed.
Addison moved that the Board extend the special permit for 2 years on Milliken Brook, Tim 2nd, all in favor.  Chairman will send extension letters on Milliken Brook, Nobel Hill, and Brintnal Estates to Attorney Cranston.

  • Massachusetts Federation of Planning and Appeals Boards latest Planners Book:
Susan will find out cost for latest book.

  • Article for May Town Meeting (Animal By-law):
Marilyn Sidoti, Chairman, Planning Board Zoning By-law Subcommittee stated that there will be so many changes to the bylaw that she had to make an executive decision to delete the article for the town meeting warrant for the time being.   Town Clerk needs definition of a dangerous dog.

  • Mail
  • Worcester Registry of Deeds – Board signatures (sign after town election).
  • Worcester Telegram and Gazette ($69 credit)
  • Invoices:
  • Quinn Invoice: Brice Lemon (10.7.14) $597.50 for plan review and meeting attendance.  Chairman stated that invoice was given to Gary Kellaher, DPW, but was never paid.
Board decision: Pay invoice out of Brice Lemon account.
  • Attorney Cranston letter and invoice on Milliken Brook: $300.00
  • Other:
Lot /Hawthorne Estates common driveways:
Board discussed common driveway location.  A problem would exist if the common driveway is put on Hawthorne Hill.  Discussion ensued.
Site Plan is needed on Johnston’s property.
Letter will be sent to Will, Building Inspector, stating that the Board does not have the common driveway plan issue resolved.  The Board advises that any occupancy permit not be issued until this is resolved.


There being no further business the meeting adjourned at 9:09pm.
