Meeting opened at 6:30pm
- Review minutes of 2.23.16
Regular meeting minutes: Addison moved to approve with corrections, Tim 2nd, all in favor.
Public hearing minutes – Town Center II Heights View Condominiums and mix retail/residential: Addison moved to approve with corrections, Marilyn 2nd, all in favor.
- Moose Crossing tri-partite agreement/Mr. Julian Votruba:
Chairman read the response letter he received from Attorney Cranston. Exhibit A (Quinn Engineering letter) needs to be attached to the tri-partite agreement prior to execution. A copy of the letter was given to Mr. Votruba. Tri-partite agreement was reviewed. Addison moved to endorse the agreement as presented, Marilyn 2nd, all in favor. Document was notarized by Susan Ducharme. Copy made for file.
- Review Heights Condominiums and mix retail/residential special permit notice of decision:
Special Permit – Notice of Decision was reviewed and revisions were made to document.
Addison moved to approve the special permit conditions for the Town Center II Heights View Condominiums and to endorse the notice of decision, Tim 2nd, all in favor.
- Brice Lemon Estates discussion:
To date Chairman has not heard from Mr. Clealand Blair, Jr.
Discussion:
- Mr. Blair has filed an alternative plan with MEPA that shows water supply from wells as well as town water.
- Mr. Peter Craine reference in response to Margaret Nartowicz having a Joint meeting with the Selectmen and Board of Health prior to May Town Meeting:
- Mr. Craine does not believe the Like Kind Soil Bylaw article will be ready for the May town meeting. It will take four more meetings to review. General meeting should not occur until after the Planning Board review.
- Marilyn stated that there are 7 possible bylaw changes and new bylaws (Animal Control, common driveway, changes to living in a dwelling when building a new house, Driveway, Fingerprint, Recreation Committee & Director, Non-Criminal Disposition and Like Kind Soil bylaws for the May town meeting warrant. Chairman informed Marilyn to get these to Jackie O’Brien before warrant closes on 3/14/16
- RE: Common Driveway Bylaw: Eric Smith gave Chairman Anderson the email response he received from Kristen Las from Town of Shrewsbury. The town of Shrewsbury’s common driveway section allows special permit by the Planning Board with a provision denoted in the decision that the applicant must receive a curb cut permit from Highway Mass DOT before obtaining a building permit. Discussion ensued. Zoning Bylaw section 66, page 92 was referenced.
- Reminder email from Dick Williams: CMRPC meeting, Thursday, 3/10/16.
Unfortunately members are not available to attend.
