Meeting opened at 6:30pm
Review minutes of 6.14.16:
- Regular meeting minutes – Dick moved to approve with corrections, Marilyn 2nd, all in favor.
- Public Hearing – Campbell Street – Dick moved to approve with corrections, Marilyn 2nd, all in favor.
- Public Hearing – 104A Main Street – Dick moved to approve with corrections, Marilyn 2nd, all in favor.
ANRS:
- Glenwood Road (Caloiaro) brought in by Mr. Mark Elbag, Jr. Plan was reviewed. Dick moved to endorse, Marilyn 2nd, all in favor.
Check #599 in the amount of $400.00 from Greenstone Development was received.
Complete Streets Policy latest draft with recommendations: Dick Williams stated that he, Margaret Nartowitcz (town administrator) and Gary Kellaher (DPW) worked on creating a Complete Street Trees Policy for the Town of Rutland. If accepted DPW will have to use this policy and the Planning Board will need to keep an eye on it with new subdivisions. Dick stated that Mass DOT is pushing this for compliance.
Jeff Bagg (town planner) referenced P.2 #3 of policy - middle of paragraph - (refer to attached). We will be creating a checklist that developers would have to adhere to.
Next Planning Board meeting: 7/12/16 - Will need to have the Board review and make a recommendation.
HOMEWORK: Board members will review prior to next meeting. Comments encouraged.
Of note: Dick stated that there are 188 streets in Rutland and 52 of these streets are private or unrecognized streets. This must be dealt with in the near future.
7:00pm - meeting recessed for public hearing “Driveway Openings – Brintnal Drive Scenic Road (C.B. Blair Development Corp.)
7:30pm meeting reconvened.
Moose Crossing: Mr. Soucy is present this evening to request a release of covenant for remainder of Moose Crossing which has already been bonded.
Reference: Attorney Paul Cranston’s emailed was read.
Dick moved to sign the release of covenant, Marilyn 2nd, all in favor.
104A Main Street Common driveway Site Plan Approval/Notice of Decision:
Dick moved to sign the notice of decision, Marilyn 2nd, all in favor.
Special permit notice of decision for estate lots/Edson Pond Estates:
Dick moved to sign the notice of decision, Marilyn 2nd, all in favor.
Chairman will bring to the Town Clerk tomorrow.
C.B. Blair Development Corp. /Application for Site Plan Approval/Special Permit for Carewell Dental for dental office and related parking (102 Main Street, Lot 3A):
Public hearing will be scheduled for 7/26 at 7:00pm
Fee schedule: Was referenced and discussed. Some changes will need to be made to schedule. Public hearing will need to be set up in August.
Mail:
- Letter from Erskine & Erskine Attorney at Law regarding taking land out of 61A (Maple Ave property of Alan Darrah). This will go to the Selectboard first after which it will come to the Planning Board.
Other:
- RDIC meeting: 7/6/16
- Dick communicated that it would be a good idea to see the names of the streets in Rutland put on a map. Jeff Bagg will check into this in the near future.
