Old Business:
Brice Lemon Estates: Chair communicated that he attended the meeting with Muriel Stone’s
Summary of the meeting concluded that everyone needs to be working on the same set of plans from Brice Lemon Subdivision. Mr. Blair would like to put in some wells. Plan is down from 111 lots to 109 lots. The Board has not seen the revised plan. At the end of the meeting Mr. Blair agreed that he would have an updated copy of the plan for the Board.
Dick Williams mentioned that he would like to see the letter the Board received from the MEPA /Army Corps of Engineers regarding the historic aspect. Minutes of 9/8 and 9/22 were referenced. Susan will send content
Of the minutes to the Board and will ask Chairman to see if he can find the letter electronically and will ask Addison if he can look for the copy he had to enable it to be put in the folder and filed electronically at the Planning Board office.
Bear Hill (29 and 43 Clealand Circle) article in the paper was discussed. Mr. Blair is looking for a variance pertaining to setbacks on the 2 lots.
Spruce Hill/Davis Farm/Mr. Jim Soucy and Mr. Julian Votruba:
Mr. Votruba presented the proposed open space plan. There is a farmhouse on the property with over 40 acres of open space land. Mr. Soucy is proposing 32 house lots and 1 larger lot for his homestead.
The plan meets the open space requirement (15,000 sq. feet). Mr. Soucy is proposing to tie into water and sewer. Town sewer line was referenced. Mr. Votruba stated that the applicant would like to have 10% grade (regulations allow 8%). Rolling Ridge Subdivision was referenced.
Mr. Soucy would retain the house and open space.
Discussion ensued.
Mr. Liptak stated that the Selectmen could have purchased the property.
Mr. Votruba will email an 11x17 plan to Susan to send to the Board to give them a little time to review.
Brice Lemon Estates new plan/Mr. Clea Blair/Mr. Craig Bacon/Attorney George Kiritsy:
Mr. Blair presented the new plan which was viewed by DEP for Stormwater Management.
Plan is the amended new plan with modifications to it dated 4/6/16. Plan reveals 109 lots. Mr. Blair stated that there are no lots in Zone A. No bridges are proposed. Plan profile of drill area and culvert plan were referenced. Discussion ensued. The Board does not believe there is a major modification to the plan however; they would like Quinn Engineering to review for a comparison to the previously submitted plan. A full review will not be required. The only real change is stormwater management .
Detention pond major changes have been already reviewed by DEP.
-Mr. Blair would like to obtain a permit to build a model home preferably in June or July and would like to ask for a total of 4 model home permits (1 for now). He would also like to obtain a water permit and has MEPA approvals for the wells.
-Mr. Blair will bring a check in the amount of $10,000.00 to the Board for the Brice Lemon account
-A document will have to be written pertaining to the model home.
-Mr. Blair would also like to pave the roads before bonding. Charnock Hill and Woodside were referenced.
Addison moved that the Board approve for up to 4 model homes in the Brice Lemon subdivision, Marilyn 2nd, all in favor.
Addison modified his motion to include that each of the model homes will have a different floor plan. Dick 2nd, all in favor.
Bear Hill II and Brintnal Subdivisions:
Chairman stated that the sewer line will be crossing Brintnal Drive and will be on an easement where it crossed. Brintnal drive is a town road. Town would need to grant an easement to the property owners. Mr. Blair stated that he just tied in to Wheeler Road.
He will also be asking for ANRS for 5 lots in the future.
He will also need a driveway permit from the DPW. Zoning Bylaws, page 6 was referenced.
Mr. Blair will come up with driveway locations.
Town of Rutland Scenic Road Application was given to the Board. Susan will create a template.
Mr. Blair is looking for approval to put in multiple driveways. Discussion ensued.
All lots will be wells and town sewer.
Mr. Blair will bring in a better quality plan showing driveways and an application as well.
Brintnal Drive: Scenic Road (provide access to 6 residential lots): Public hearing scheduled for 6/28 at 7:00pm. Mr. Blair will have the abutters list; self stamped addressed envelopes and plan to the town hall.
Susan will wait for Karin Prucnel (who is presently on vacation) to send the abutters list, self-stamped addressed envelopes with 9 extra for mailing to abutting towns, attorney general, etc.
She will send in the legal aid the week of 6/6/16 when she returns from vacation.
Reference:/Fee schedule: Tim stated that he researched what other town’s fees are. He will bring the spreadsheet to the next meeting.
Other:
Dick informed the Board that the end of Glenwood has been sold. The new owner plans to raise animals there.
Planning Board would like to obtain a revised manual for Planners. Susan tried several times to reach the Federation of Planners and Appeals Boards to no avail. Number is defunct.

- Certified copy of annual town meeting vote
- Annual Dinner meeting for CMRPC on June 9th – Susan will RSVP for those planning to attend.
