Meeting opened at 6:41pm

Minutes of 4/24/15 were reviewed. Dick moved to approve with corrections, Addison 2nd, all in favor. Marilyn abstained.

ANR: Campbell Street: Remainder balance in the amount of $50.00 (#000151) was received from Mr. Clealand Blair, Jr. (Edson Pond Est., LLC) for ANR on Campbell Street submitted on 3/24/15. Total: received: $400.00.

Phone call received: Chairman Anderson stated that he received a phone call from a resident inquiring about whether a public road could be turned into a private road. Resident does not want to see a development there. Process was explained to resident. He was also informed that he would have to attend a town meeting and have an agreement with landowner, Mr. Steven Spanach and Mr. Blair.

Requested letters:

-Solar Project on East County Road/Mr. David Putnam: The Board requested that a letter be sent to Mr. Putnam asking him to forward the proposal and decommissioning surety to the town clerk and planning board.

-Solar Project on Kenwood Court: The Board requested that a letter be sent to Mr. Gary Liimatainen asking him to forward the proposal and decommissioning surety to the town clerk and planning board.

Nexamp surety agreemen 8/9/13 Final solar; TVSR Surety Agreement letter 4.8.15: Chairman referenced the letter he sent, with the Board in agreement, to Attorney Cranston. A recent search showed no record of the Treasurer receiving the signed document, nor has any related money been received by the Treasurer. The Board of Selectmen and the Planning Board request that action be taken to facilitate the completion of this agreement, obtaining a signed document for the Treasurer along with any and all money due. The Treasure Valley solar facility is no longer owned by Nexamp, however it appears that the original document and payment should fall to Nexamp. Surety agreement was sent along with Chairman’s letter dated 4/8/15.

Meeting recessed at 6:55pm for site walk on Solar Project proposal on Kenwood Court and continuation of public hearing began at 7:55pm.




Meeting reconvened at 8:33pm.

Board informed Mr. Irwin that they will deliberate on framing the certificate of action. Chairman will try to have a draft at the next meeting but will not promise. Draft, when ready, will be emailed to Mr. Ryan Irwin.

4/28 meeting: Golden Hills Solar, LLC - Site walk on Pleasantdale Road will take place with public hearing continuation to follow.

Estate Lot: Ridge Road special permit: Public hearing will be set up for 5/12 at 7:30pm. Susan will inform Mr. Blair.

CMRPC – TIP meeting 4/15 at 10:00am




Hubbardston Planning Board – Solar Site Plan review notice was referenced.




Brice Lemon: Mass Historic Letter – does not say anything.




RE: Ridge Road Special Permit. Mr. Blair (Miliken Brook Estates is the petitioner) is going to the ZBA for a variance regarding setback at the building line. ZBA would like Planning Board input.



Chairman will respond that it’s okay. Granting a variance would be reasonable in this case, Dick moved, Addison, 2nd, all in favor.
