Golden Hills Solar Project (Pleasantdale Road)
4/28/15

Chairman read the legal ad
Board comments after site walk this evening:
- Marilyn – What are you going to do with the land under the arrays?
Response: Will be a meadow and will be mowed twice a year
- Tim – Ledge has so much ledge. How do you plan on handling this?
Response: Screws will be installed (will pre-drilled to prevent frost heave on panels over time).
Norman – Minimum grading will follow topography?
Applicant showed this on the plan. Top soil will not be stripped.
- Discussion ensued and plan was referenced. Tree line area of the trees will not be cut as deeply under re-design.
- Storm water basin – Developer is working with Quinn Engineering to resolve (reference Quinn report dated 4/24/15 attached).
- Most of Quinn’s comments have been addressed and resolved.
- Report with comments deferred to the Board were reviewed.
- Dick asked what the plan was pertaining to the stumps.
Response: Stumps will be chipped (chips may be sold).
- Area close to Finn Park will be left alone.
- Marilyn – Questioned timeline of the project.
Response: Looking at the end of summer/early fall. Developer will have to go to the Selectmen (springtime meeting/Fall meeting). This will drive the timeline. Duration: 4-6 months.
Items from Quinn’s Report were reviewed:
#3 – Developer is working with Sun Edison to make sure that the initial payment for Treasure Valley Solar is paid. As developers the Board has to assume that Golden Hills, LLC will be doing the same.
Chairman Anderson informed developer that the board needs a signed copy of the original along with the surety. They took 2 copies and were supposed to send it back certified to the Town Clerk with surety.
Either Nexamp or Sun Edison has the signed original. Developer will email and send to Chairman Anderson tomorrow.
#7 – All utility connections are required to be underground. DCR may want to review this.
Town bylaw states it has to be underground (going outside the field along and in back of the house).
This is okay with abutter and the Board has no issue with #7.
The Board agreed it wasn’t going to be possible to locate underground.
Also, the Fire Chief is comfortable with the total length of the driveway.
This road only has a basecoat on it. The security fence will be off the end of Schwartz Ave. and layout of Schwartz Avenue. It will be repaired if damaged by the contractor. This will be put in as a condition.
Fence is 7 feet high.
#35 - The Board is okay with this.
