Public hearing Brice Lemon continuation
9/23/14

Hearing opened at 7:05pm

Chairman spoke with Carl Hultgren today.  Carl communicated that he has not received anything from Mr. Blair yet.

Mr. Blair stated that he needed to re-design the crossings to meet Army Corps of Engineers standards.  Julian just finished them yesterday.  He further stated that it is his goal to be done with everything by the end of the week.  He will get everything to Carl Hultgren and will have something for the Board at the next meeting on 10/14/14.  

Chairman informed Mr. Blair that the Board is in receipt of the final report from Quinn Engineering.  The Board now needs to receive final copies of the paper plans and mylar so old plans can be discarded.  

Mr. Blair was asked if he had heard anything further from Mr. Gary Kellaher and Selectmen regarding sewer and water.

Attorney Kiritsy stated that there are still several issues and a plan of action needs to be identified.  He is in the process of writing a letter to Mr. Gary Kellaher and the Selectmen to get everyone on the same page as to where  everything is going.  He will cc the Planning Board as well.   .

Abutter comments:
  • Referencing sewer and water:  Will people on Kenwood be able to tap into the sewer line?  Dick stated yes.
  • For years and years it’s been the same thing. Town is always asking for money.  Abutter stated that he is of the opinion more sewer and water does not benefit the town.  He is concerned that adding a sewer line will be to the town’s detriment.  
Mr. Blair stated that Mr. Gary Kellaher  asked him to put in a two inch pressure line to tie into Kenwood Drive and Pleasantdale Road.  This would eventually pump the sewer line into DCR lines.  He further stated that zoning changed in 2007 (reduction in lot size in open space developments). Zones 40 and 60 were referenced.
 
Mr. Blair referenced Central Tree Estates which he believes was the best thing Blair ever did (lots of open space, walking trails and houses cannot be seen from Route 122A.).

Marilyn stated that a lot of DCR regulations come into play.  The Board is reviewing the Brice Lemon plan and have the experts that they rely on to go over all facets of the plans.

Abutter comment:  
Stated that he is surprised it is so close to DCR land and the Rufus Putnam House. He is here to absorb more information on the project.
Dick responded by saying that the project is ongoing and plan is still under review.

Mr. Blair communicated that he is just finalizing the plans and going through Quinn’s laundry list.  

Chairman stated that as a Planning Board we don’t encourage or discourage development.  Central Tree was referenced.

Mr. Blair stated that historical part is moving forward.  We will get a notification of their findings once completed and 404 permit will go on record.  He assured the Board that they will receive a copy.

Addison moved to continue the public hearing on Brice Lemon 7:00pm on 10/14/14.
