Guests: Mr. Matt Shortsleeve, Mr. Brian Stidsen
Meeting opened at 6:32pm.
Review 7.22.14 and 7.29.14 minutes:
- Brice Lemon Estates public hearing continuation
Dick moved to approve with corrections, Tim 2nd, all in favor.
- Michael Gasparoni public hearing Campbell Street (open space special permit and two common driveways.
Dick moved to approve with corrections, Marilyn 2nd all in favor.
Tim moved to approve with corrections, Dick 2nd, all in favor.
- Special meeting (RGS Energy/David Putnam) public hearing on solar facility.
Tim moved to approve with corrections, Dick 2nd, all in favor.
Certificate of action on Site Plan Approval for RGS Energy Solar Farm:
Document was reviewed and signed. Mr. Matt Shortsleeve was given a copy. Chairman will bring original to Town Clerk. Copy was made for folder.
Mr. Brian Stidsen/13 Pommagusset Road:
Mr. Stidsen met with the Board a few months ago. He has the purchased property at 13 Pommagusset Road He would like to use the existing house to keep parts and possibly use later for an office. He wants to build a garage and will need site engineer and site preparation. Devereaux is going to continue to rent (they have been renting for 7 years) Chairman Anderson referenced the Rutland Zoning bylaw. Side and rear setbacks for town center district are 10 feet. Discussion ensued. Mr. Stidsen was advised to obtain a copy of the zoning bylaw pertaining to town center district from the town clerk’s office. Once he receives this he will meet with Mr. William Senecal.
Historic aspect of Rufus Putnam property:
A discussion ensued pertaining to previous discussions on the subject. The Board is awaiting a response letter from Attorney Cranston. They would like to know what the extent of their jurisdiction is among other items.
Quinn report dated 7.22.14 was referenced and discussed.
The Board would like to coordinate a meeting with the Board’s town Liaison. Susan will check to see who it is.
Mr. Blair is anxious to get started but the Board would like to see the final design plan (full detailed plan) before he builds anything further.
Discussion ensued to include bridge (pumping stations) at Bear Hill and hazardous waste fill (broken pieces of concrete in a pile of dirt). The Conservation Commission needs to go to the site to check this out. Chairman will also speak with Mr. Carl Hultgren to have him take a look as well.
Dick stated that he spent 1 ½ hour today going over the Quinn report (7.22.14) pertaining to Brice Lemon and has several concerns especially regarding wells (existing well and leech area – Reference #13) Where is the well and septic in relation to the property? A reserve field is needed on the property near abutters. Where is this going to be? Convent and Lemon property were referenced. Dick stated that Mr. Lemon expressed some concerns he has.
There being no further business the meeting adjourned at 8:20pm.
