RGS Energy/Putnam Solar Project
7/29/14

Present: Norman Anderson, Addison Redfield, Marilyn Sidoti, Dick Williams, Tim Nahrwold

Hearing opened 6:35pm

Mr. Doug Andrysick of Andrysick Land Surveying, presented plan which is a Solar farm on the Putnam property on at 549 East County Road.  Most of the property will be run by the state.  DCR owns around it.  


Board comments:
Tim:  Wiring underground
Wiring is underground and there is very little grading.  Driveway will follow using existing logging road.  Site visit was done.  Conservation Commission  public hearing was closed and they are in the process of issuing conditions.
Underground falls withing 100 feet of the buffer zone. Would like to start project by September if possible.  One waiver request (servicing array to property line).
Waiver Sec. 14A G. 2 natural buffer for large solar projects.  Array would start 50 feet away…official requires presented to the Board (Macaruso property).

Addison: Is there any danger of Mass Electric saying we don’t want to buy electricity?
Ron Lewis: No.  They will be ready to go when it’s time to make the connection.  State mandates it.  It’s how it’s set up.  Utiliites are driven by law to comply.

Addison: Any limitation to how much you can feed into the system?
Ron: Conrolling gear is the inverter.  Inverters are capped.  Transformer will limit it.  State has limited to 2 mega watts.  

Tim: Referenced the data acquisition system.  Battery system backup/
When do we require all the O&M bookds?

Chair: Before it is energized.

Ron.  We have complete elecdtrical plans already.
When question regarding event of a torndo Ron answered wind flow is 90mph

Public comments:

Shelly lives across the street:  Is any of this visible from the road?
Closest point 1200 feet way.  Curving driveway already road there will hook around the road per Doug and woods are all around… Won’t be seen from her property.
